Contracts to demolish four structures on Council agenda

MUSCATINE, Iowa – The Muscatine City Council is expected to approve the demolition of four structures as the City of Muscatine continues to work on removing unsafe structures that are a hazard to public safety and return the parcel to a state that can be redeveloped, if possible, and returned to the tax rolls.

The City Council will meet at 6 p.m. Thursday in the Council Chambers of Muscatine City Hall. The public is welcomed to attend the meeting in person. Citizens who do not want to attend the in-person meeting can watch and/or participate through the GoToMeeting virtual meeting portal. Information on joining the virtual session and how to make a comment during the meeting is listed below.

The session will also be broadcast live on the City of Muscatine YouTube channel and on Civic-TV (Muscatine Power & Water Cable Channel 2).

Contracts to demolish structures at 613 W. 5th Street, 1244 Dale Street, 1805 Bryan Avenue, and 1207 Cedar Street will be awarded upon approval of the resolutions by the City Council Thursday.

The Council will also be asked to approve a contract for the rehabilitation of underground pipes with Insituform Technologies, LLC, of Chesterfield, Missouri. The cured-in-place project is anticipated to save the City hundreds of thousands of dollars by using liners to repair eight sections of sewer pipe instead of digging up and replacing the pipes.

Also on the agenda is a request to enter into a professional services agreement with Bolton & Menk for a preliminary design of a roundabout at Green, Hershey, and Grandview (Carver Corner). The City Council gave consensus for the roundabout at the January 12 in-depth meeting. The preliminary design will assist other design firms working on the other buildings in the vicinity of Carver Corner that may be affected by the construction of a roundabout.

The meeting will begin with the swearing in of Muscatine firefighter John Peters by Mayor Brad Bark.

A special City Council meeting will be held immediately following the regular meeting as the Council continues listening to FY 23-24 budget presentations from various City departments. On the agenda for Thursday’s session are presentations from four outside agencies seeking funds from the City of Muscatine including the Greater Muscatine Chamber of Commerce and Industry, Senior Resources, the Humane Society, and the Muscatine Center for Social Action (MCSA).

Budget discussions between the City Council and the various City of Muscatine departments will continue at 8 a.m. on February 4 in the City Council Chambers of Muscatine City Hall. BUdget season for Muscatine Council, City staff

MUSCATINE, Iowa – The final pieces to the puzzle of the City of Muscatine Fiscal Year 2023-2024 Budget were being put together Wednesday (Jan. 25, 2023) afternoon in preparation for the start of “Budget Season” Thursday.

City Administrator Carol Webb and Finance Director Nancy Lueck have worked with department heads and members of each department’s staff over the past several months preparing the proposed budget for City Council’s consideration.

Webb will present an overview of the proposed FY 23-24 budget to the City Council during a special Council session at 6:00 p.m. Thursday (Jan. 26). This is the first of a series of budget sessions that will be held in the City Council chambers over the next several weeks.

Council members, Webb, and City staff members will be present in the City Council chambers for each session. All sessions are open to the public.

Public comment during the budget sessions will not be permitted. The public is urged to make notes of any questions or concerns they may have and bring up those questions and concerns during the Public Hearing for the proposed budget that will be held in March.

Thursday’s meeting will be followed by several weeks of presentations to the City Council by the various departments and outside agencies supported by the City of Muscatine. The first session will start at 8 a.m. Saturday, Jan. 28. Sessions will also be held on Jan. 31, Feb. 1, Feb. 2, Feb. 4, Feb. 7, Feb. 8, and Feb. 11. The February 11 meeting will be held only if discussions are not completed at the February 8 session.

A significant change, approved by the Iowa Legislature in 2019, to the annual city budget adoption process is that municipalities are required to hold an additional public hearing to identify “a total maximum property tax dollars to be derived from certain levies in the budget for the next fiscal year”.

The public hearing and the passage of a resolution on the proposed maximum property tax dollars must proceed setting a public hearing on the adoption of the budget.

To help cities meet the requirements of holding two public hearings, the State of Iowa moved back the deadline to file an approved budget with the county auditor for certification to March 31. The previous deadline was March 15.

Short agenda for City Council on Thursday

MUSCATINE, Iowa – A short agenda awaits the Muscatine City Council Thursday (Jan. 19) with eight business items including approving the contract and bond for the Transfer Station Tipping Floor Replacement Project. Mayor Brad Bark is scheduled to open the City Council meeting at 6 p.m. in the Council Chambers of Muscatine City Hall.

Thursday’s regular City Council meeting is open to the public. Citizens who do not want to attend the in-person meeting can watch and/or participate through the GoToMeeting virtual meeting portal. Information on joining the session and how to make a comment during the meeting is listed below.

A special City Council meeting will be held at 6:00 p.m., Thursday (Jan. 29) in the Council Chambers at Muscatine City Hall. The only agenda item for the meeting is a General Fund Overview by City Administrator Carol Webb and Finance Director Nancy Lueck. The overview normally leads off discussions on the proposed Fiscal Year 2023-2024 budget.

Budget discussions between the City Council and the various City of Muscatine departments will begin at 8 a.m. on January 28 in the City Council Chambers of Muscatine City Hall. Department discussions will continue on January 31, February 1, February 2, February 4, and February 7, with a final review on February 8. Concession lease proposals sought by City of Muscatine

MUSCATINE, Iowa – The City of Muscatine and the Muscatine Parks and Recreation Department are requesting proposals from individuals and/or organizations who would be interested in providing concession services at either or all of the following facilities: the Muscatine Soccer Complex; Kent Stein Park; and, the Muscatine Aquatic Center.

Information regarding the request for proposal is available on the City of Muscatine website under CONCESSION LEASE PROPOSAL. Those wishing to submit a proposal are asked to complete the form and return it to the Muscatine Finance Department by 2:00 p.m. on Wednesday, Feb. 22, 2023.

Proposals are not a bid and will be evaluated on concession food service experience, ability to provide concession equipment as needed, completeness of proposal, highest percentage of gross sales proposed to the City, ability to provide staff as needed, and experience in working with the public.

Public meeting January 10 to discuss West Hill Phase 6A

MUSCATINE, Iowa – The City of Muscatine will host a public meeting January 10 to introduce Phase 6A of the West Hill Sanitary and Storm Sewer Separation Project. The meeting will be an open house format and held from 5-7 p.m. on Tuesday, Jan. 10, in the City Council Chambers at Muscatine City Hall.

The meeting is specifically for residents directly affected by the project and to answer any questions they may have regarding their easement agreements. The general public is also welcomed to attend.

Residents on Sycamore Street from East 8th Street to West Fulliam and those on West Fulliam from Sycamore Street to just west of Nelson Drive will be mostly affected by Phase 6A along with some residents on 9th, 10th, and 11th streets between Sycamore Street and Iowa Avenue.

City Council to conduct two meetings on January 5

MUSCATINE, Iowa – The Muscatine City Council have two meetings scheduled for their first meeting of 2023 starting with a closed session at 5:15 p.m. The City Council is tentatively scheduled to open their regular meeting at 6 p.m. in the Council Chambers of Muscatine City Hall, but the start of that meeting may be delayed depending on the length of the closed session.

The session will also be broadcast live on the City of Muscatine YouTube channel and on Civic-TV (Muscatine Power & Water Cable Channel 2).

The special City Council meeting will begin at 5:15 p.m. in the Lower-Level Conference Room at Muscatine City Hall. The only agenda item for the meeting is a request to enter a closed session. The special meeting will be adjourned following the closed session without any action being taken.

A public hearing will be held during the regular session on the plans, specifications, form of contract, and cost estimates for the rehabilitation of underground pipes with a cured-in-place pipe liner. A resolution approving moving forward with the project is scheduled later in the meeting.

With the current state of the economy and with construction costs essentially prohibiting replacement options, Public Works staff has researched alternative and less-expensive rehabilitation options. The cured-in-place option is a cost-effective way to add 50 years to the life of the current sewer system at a fraction of the cost of replacement.

If approved by the City Council, the project would rehabilitate eight sections of aging sewer pipe according to Zack Etzel, Sewer Department Supervisor. Those sections are located in the 1500 block of Washington Street, 100 block of Sherman Street, 1700 block of Meadow Lane, 1200 block of Sunrise Circle, 800 block of Wier Street, 1000 block of Stone Street, and two sections in the 1400 block of Lincoln Boulevard.

Work will be completed by June 2, 2023.

The City Council will also be asked to approve a contract with Corbin Design for the development of a Wayfinding Master Plan, the first step in the development and implementation of a Wayfinding Program in the City of Muscatine. The wayfinding will include monument signs and gateways to the City, direction signage to and between recreation and cultural amenities, and specific business districts and/or neighborhoods.

The Parks and Recreation Department is asking the City Council to approve the purchase of a robotic painter for the soccer complex. The unit will reduce staff hours for laying out fields and would reduce the overall paint that is needed to be purchased. The robotic painter is a three-wheeled unit that can be controlled manually or with GPS and has over 100 different sport templates with thousands of variations.

Water Pollution Control Plant (WPCP) Director Jon Koch is asking the City Council to approve the submission of a Solid Waste Infrastructure for Recycling (SWIFR) Grant through the Environmental Protection Agency (EPA). The proposed $2 million grant is a 100 percent funded grant with no match required from the City of Muscatine. If awarded, the grant would allow for the installation of new digester equipment and refurbishment of the interior and exterior of the old digester tank.

Celebrate the New Year safely; use caution with fireworks

MUSCATINE, Iowa – The use of consumer fireworks in the celebration of the New Year is limited in the City of Muscatine to 9 a.m. on Saturday, December 31, 2022, to 12:30 a.m. on Sunday, January 1, 2023. Only the use of first- and second-class fireworks is permitted during this time period.

The City of Muscatine encourages residents to be good neighbors. Please be considerate to any neighbors who may have a sensitivity to fireworks noise, be mindful of pets who may become frightened by the firework explosions, and be mindful of the property lines of others who may not want fireworks on their real property.

Consumer fireworks may only be used on a residents’ personal property or on the property of a person who has consented to the use of consumer fireworks on his/her property. Fireworks are prohibited on public property including city streets, public parking lots, parks, etc. Persons 17-years-old and under are not permitted to discharge fireworks except under direct adult supervision.

Using fireworks outside the designated dates and times listed below is considered a violation and can result in fines of no less than $250 per violation. Anyone discharging fireworks or allowing the discharge of fireworks on their property assumes responsibility for that discharge and the consequences, if warranted.

To report illegal use of fireworks, call the non-emergency line at the Muscatine Police Department (563-263-9922).

Report any fires in buildings, vehicles, or greenspaces by calling 911 immediately!

Highlights from the Muscatine City Code …

Current Muscatine City Code sets the time for the legal discharge of consumer fireworks during the New Year’s Day holiday between 9 a.m. on December 31 and 12:30 a.m. on January 1 on real property that they own or on property where consent has been given by the property owner.
Persons 17 years or younger are not permitted to discharge fireworks except under the supervision of an adult who is within sight and sound of the minor(s) as they discharge fireworks.
It is a violation of City Code for any parent, guardian, or other adult having custody of a minor to allow the minor to discharge fireworks without direct supervision by the parent, guardian, or other adult having custody.
Any person discharging a fireworks device or any person permitting the discharge of a fireworks device on their property assumes the responsibility for and the potential consequences from the discharging of fireworks.
It is a violation of City Code to discharge fireworks in a reckless manner or a manner that is likely to cause death, injury, fire, or property damage, and to discharge fireworks while showing visible signs of, or determined to be, intoxicated or under the influence of a drug or narcotic.
It is against City Code to alter, remove, or discharge components of a fireworks device from its intended method of discharging.
Snakes, sparklers, or caps can be discharged in a public place unless specifically prohibited by the owner of the public space, and as long as all trash, wrappers, and wires are properly disposed of.
Sky lantern open flame devices are not permitted unless the device is tethered by a retrievable rope that provides the individual control over the sky lantern.

City will assist residents in recycling live Christmas trees

MUSCATINE, Iowa – The City of Muscatine will once again assist Muscatine and Fruitland residents in the recycling of their live Christmas trees. Starting on January 4, 2023, the Solid Waste Division will be collecting live Christmas trees placed curbside as part of their yard waste collection service.

There are many types of Christmas trees including live, flocked, and artificial. Flocked trees are live trees that have been coated with a white, snow-like spray. Each type of tree has different disposal options, so please take a moment to determine how to properly dispose of your tree.

Unflocked live trees will be collected by the City of Muscatine on the resident’s refuse collection day starting on Wednesday, January 4, 2023, and continuing through Friday, January 27, 2023. The trees must be placed next to the curb for collection.

To prepare the unflocked live tree for curbside collection, remove all ornaments, wires, and decorations from the tree along with any stand or other metal objects. Do not place the tree in a plastic bag. Trees taller than five feet should be cut into two sections.

Flocked and artificial trees along with wreaths are considered garbage items and cannot be recycled. These items can be taken to the Muscatine Transfer Station for disposal or residents can call the Transfer Station to schedule a curbside pickup.

Online surplus auction scheduled for January

MUSCATINE, Iowa – The City of Muscatine Department of Public Works (DPW) will conduct an on-line public surplus auction January 4, 2023, through January 18, 2023. Randy Moeller, Vehicle and Equipment Maintenance Supervisor for the City of Muscatine, has indicated that two surplus pickup trucks will be available.

All items are available to bid on through the auction web site www.publicsurplus.com starting January 4, 2023, and running through 3 p.m. on January 18, 2023. Potential bidders can go to that website, search for Iowa, and then City of Muscatine for the auction items. You must register to view items and to bid on items.

City launches new citizens engagement tool

MUSCATINE, Iowa – The City of Muscatine has partnered with SeeClickFix and CivicPlus to provide a new platform that will allow citizens improved options to report quality-of-life issues and request services.

With the free Muscatine Connect – SeeClickFix mobile app and web tools, Muscatine citizens will now be able to provide City staff with pictures, specific descriptions, and more — valuable information needed to get the job done efficiently.

In addition, the platform provides Muscatine officials with a centralized issue management system to manage issues from creation to resolution — engaging Muscatine citizens throughout the process.

This partnership not only allows Muscatine citizens to report problems, but also to view, comment on, and vote to fix problems submitted by their neighbors. Citizens can even create their own “watch areas” to receive notifications about all the issues reported in their community, enabling them to follow the progress of all service requests — not just the ones they report.

Residents can visit the City of Muscatine website and click on the Muscatine Connect icon in the upper left-hand corner of the home page to begin a report or they can download the SeeClickFix mobile app for Android (GooglePlay) and iPhone (App Store). Thursday’s recycling collection to start two hours early

MUSCATINE, Iowa – Republic Services has notified the City of Muscatine that, due to the likelihood of a winter storm, they are moving up their Thursday (Dec. 22) recycling collection schedule by two hours. Any resident on the Thursday “B” route is asked to make sure their containers are curbside Wednesday night to avoid being missed.

The City of Muscatine does not anticipate any changes to the refuse collection schedule for Thursday. However, residents on the Thursday route are asked to have their containers curbside by Wednesday night.

Residents are also asked to move the refuse and recycling containers back to where they are stored after the refuse and/or recycling is collected to help with snow removal efforts if needed.

Christmas holiday schedule for City of Muscatine services

MUSCATINE, Iowa – City of Muscatine offices will be closed on Friday (Dec. 23) and Monday (Dec. 26) for the Christmas holiday. All offices will reopen for regular hours on Tuesday (Dec. 27).

REFUSE COLLECTION UPDATE

The Muscatine Transfer Station will be closed on Friday (Dec. 23), Saturday (Dec. 24), and Monday (26) for the Christmas holiday. The facility will resume regular hours of operation on Tuesday (Dec. 27). Transfer Station hours are Monday-Friday 7 a.m.-3:30 p.m. with the last load on the scale at 3:15 p.m., and Saturday 8 a.m.-12 p.m. with the last load on the scale at 11:45 a.m.

There will be no refuse or yard waste collections on Friday (Dec. 23) or Monday (Dec. 26), and no Bulky Waste Collection Thursday-Tuesday (Dec. 22-27).

Residents on the Friday route will have their refuse collected on Thursday (Dec. 22), along with residents on the regular Thursday route. Residents on the Monday route will have their refuse collected on Tuesday (Dec. 27), along with residents on the regular Tuesday route.

There will be no change to the curbside recycling collection schedule.

CLUBHOUSE, PRO SHOP HOURS AT GOLF COURSE

The Muscatine Municipal Golf Course is closed for the season. The Clubhouse and Pro Shop will be closed Friday (Dec. 23), Saturday (Dec. 24), and Sunday (Dec. 25). Holiday hours for the Clubhouse and Pro Shop are 11 a.m.-7 p.m. Dec. 21 and Dec. 22, 8 a.m.-4 p.m. Dec. 26, 9 a.m.-5 p.m. Dec. 27, 11 a.m.-7 p.m. on Dec. 29 and 30, and 10 a.m.-5 p.m. on January 2.

Council asked to approve indoor sports facility grant application

MUSCATINE, Iowa – The Muscatine City Council will be asked to authorize a Destination Iowa Grant application during its regular meeting Thursday (Dec. 15) that may lead to the design and construction of the Muscatine Indoor Sports Complex. The City Council meets at 6 p.m. in the Council Chambers at Muscatine City Hall, 215 Sycamore Street, Muscatine, Iowa.

A virtual session will be held in conjunction with the in-person meeting for those who want to view the proceedings or make a comment but do not feel comfortable attending in person. Instructions for joining the virtual session are listed below.

City staff presented the concept of an indoor sports complex to the Muscatine City Council on December 1, with the City Council supporting the concept and allocating $600,000 in 2024 bond proceeds for the design and construction of the facility. The City has since received funding commitments from the Muscatine County Board of Supervisors and two private donors.

The facility will be located on the north end of the Soccer West complex on South Houser Street. The Destination Iowa Grant, if awarded, will provide additional revenue for the project along with the financial commitments made by the City of Muscatine, Muscatine County, and private individuals.

The Council will also be asked to approve a Letter of Acceptance to the Iowa Department of Transportation (DOT) for funding to replace the bridge over Mad Creek on Park Avenue West. The bridge is in need of replacement and will have a weight limit implemented during the design of its replacement. The DOT will fund the bridge replacement while the City will pay for the engineering design.

A public hearing will be scheduled for January 5, 2023, for a Sewer Lining Project that is currently in development by the Department of Public Works. Several aging sections of sewers are in need of replacement but the high construction costs would make replacement of these sections prohibitive. A cured-in-place liner is being discussed as a low-cost but effective alternative to actual replacement of the pipes.

Approval of the Annual Comprehensive Financial Report and Audit for the year ended June 30, 2022;
Approval of the Tax Increment Financing Policy;
Awarding a contract to KE Flatwork, Inc., to replace the tipping floor at the Transfer Station;
Approval of renewing the School Resource Officer agreement with Muscatine Community School District; and,
Approval of a professional services agreement with Watersmith Engineering for the Kent Stein to Sunset Housing Trail connector.

TIF Policy, nuisance updates on City Council In-Depth agenda

MUSCATINE, Iowa – City of Muscatine staff will provide two presentations to the Muscatine City Council during its In-Depth session Thursday (Dec. 8), the first on a Tax Increment Financing (TIF) Policy for the City and the second on potential updates to nuisance regulations. The City Council meets at 6 p.m. in the Council Chambers at Muscatine City Hall, 215 Sycamore Street, Muscatine, Iowa.

City Administrator Carol Webb and City Finance Director Nancy Lueck have drafted a TIF policy with input from the City’s TIF legal counsel. The purpose of the policy is to document the goals of the TIF program and to establish structure and objectivity for evaluating economic development projects.

Incremental property taxes are the new property taxes generated by improvements to the project property. The amount of TIF funding available to a project is determined by multiplying the incremental property valuations by the year’s TIF tax rate. The TIF tax rate is determined by subtracting any protected levies (e.g., the debt service levies) from the consolidated tax rate of the property, while property valuations are independently determined by the Muscatine County Assessor unless determined by a minimum assessment agreement.

Establishing a standard policy and framework for economic incentives ensures that the City’s financial resources are used as efficiently and effectively as possible while accomplishing key City goals.

City staff will bring the policy forward for approval at a future meeting should City Council support the development of a City of Muscatine TIF Policy.

The second presentation by Community Development staff regards the addition of 10 additional nuisances to City Code, the appeal process and administrative fees. The proposed additions already qualify as nuisances under the current City Code, but the more specific code would make understanding, complying with, and enforcing regulations easier for property owners, community members, and City staff.

Thanksgiving schedule for City of Muscatine services

MUSCATINE, Iowa – City of Muscatine offices will be closed on Thursday (Nov. 24) and Friday (Nov. 25) for the Thanksgiving holiday. All offices will reopen for regular hours on Monday (Nov. 28).

Thanksgiving is the most traveled holiday and the City of Muscatine urges everyone to use extra caution and plan enough travel time to avoid becoming anxious about arriving late and to accommodate any delays due to road conditions. UTV vs. ATV – what is allowed on Muscatine streets

MUSCATINE, Iowa – An amendment to Title 7, Chapter 2 of Muscatine City Code was approved by the Muscatine City Council and is now on the books, allowing Off-Road/Utility Terrain Vehicles (UTVs) to be used on city streets and alleys with certain stipulations.

A UTV is defined as a motorized vehicle with not less than four and not more than eight non-highway tires or rubberized tracks that has a seat that is of bucket or bench design, not intended to be straddled by the operator, and a steering wheel or control levers for control.

UTVs are allowed on city streets with the exception of Highway 61, Park Avenue, and Dick Drake Highway, but they make a direct crossing of these streets or highways provided that the angle of crossing is approximately 90 degrees to the direction of the street or highway, and at a place where no obstruction prevents a quick and safe crossing.

An ATV is defined as a motorized vehicle with not less than three and not more than six non-highway tires that is limited in engine displacement to less than 1,000 cubic centimeters and in total dry weight to less than 1,200 pounds, and that has a seat or saddle designed to be straddled by the operator and handlebars for steering control.

ATVs are not allowed on city streets with the exception of use in snow removal operations.

The revised City Code stipulates several operating provisions including:

The vehicle must be registered with the Muscatine County Recorder and the decal placed on the rear of the vehicle.
Operators must have a valid drive’s license and be at least 18-years-old.
Proof of registration and proof of insurance must be with the vehicle at all times and available for inspection.
Vehicle and operator must comply with State of Iowa 321 traffic codes.
Passenger requirements of the vehicle must be followed.

The revised City Code also stipulates minimum equipment standards including:

Having turn signal lamps with manually operated switches.
Having a properly operating speedometer.
Having an electrically actuated horn.
Having headlamps, tail lamps, and a stop lamp.
Having a rear racing mirror.
Having a muffler.

Candy Cane Hunt returns to the riverfront in 2022

MUSCATINE, Iowa – The City of Muscatine and the Parks and Recreation Department invites the community to come down to the riverfront December 2 and join in on some deliciously good fun with the annual Candy Cane Hunt.

Hunters and spectators are asked to gather outside of the Pearl City Station in Riverside Park with the hunt beginning at 6:00 p.m. Areas for the hunt will be set up in the green space near the basketball courts for two age groups including pre-kindergarten through first grade and second through fourth grade girls and boys.

Children will sweep through the designated areas gathering up the sweet treats that they will be able to keep. The young hunters will receive a prize for each candy cane found. “Special” candy canes will be sprinkled around that can be redeemed at Pearl City Station for a special toy.

The Candy Cane Hunt will be held in the dark, so bring a flashlight if you wish. LED flashlights will be available from our sponsors if you do not have one.

Annual Street Financial Report on Council agenda

MUSCATINE, Iowa – The Muscatine City Council will be asked to approve the Annual Street Finance Report for Fiscal Year 2021-2022 during the Council’s final meeting before the Thanksgiving holiday on Thursday, (Nov. 17), one of several housekeeping items that are on the Council agenda.

The City Council meets at 6 p.m. Thursday in the Council Chambers at Muscatine City Hall, 215 Sycamore Street, Muscatine, Iowa. The City Street Finance Report is required by the Iowa Department of Transportation (DOT) of all cities, and shows all street-related expenditures and related funding sources. Street related expenditures for the past fiscal year were $13,395,606 and that was up from $10,561,544 in Fiscal Year 2020-2021 and $9,385,512 in Fiscal Year 2019-2020.

Street-related costs in the General Fund (ongoing street maintenance) accounted for $3,009,908 in the past fiscal year, and street-related debt service on principal and interest for outstanding bond issues came in at $1,551,188.

Capital Project expenditures for Fiscal Year 2021/2022 came in at $8,496,825 and include: $5,569,960 for the Mississippi Drive/Grandview Avenue Corridor Project; $934,329 for street resurfacing, $837,063 for the 2nd Street Streetscape Project, $1,022,405 for the Park Avenue 4-to-3 Lane Conversion Project; $23,072 for the 67th Street Sidewalk Project engineering design; and, $109,996 for the right-of-way purchase for the new Love’s Truck Stop access road.

A major funding source for street expenditures is Road Use Tax ($3,289,871 in FY2021-2022). Additional funds came from Local Option Sales Tax ($774,940), Public Works charged for services ($122,410), and a federal grant from FEMA ($20,728) for windstorm cleanup.

Among the other items on the agenda is:

Swearing in of Firefighter Donald Petersen;
Resolutions for internal advances of funds for Tax Increment Urban Renewal Projects;
Resolutions for annual appropriation for Tax Increment Financing Rebate obligations;
Adoption of the Iowa League of Cities Record Retention Manual as the official schedule for the City of Muscatine; and,
Approval of an agreement with DOT and acceptance of an ARPA grant for MuscaBus.
