Public Works trains staff, “exercises” flood gate #1 Wednesday

MUSCATINE, Iowa – The Public Works Street Department spent Wednesday morning training staff and exercising Mississippi Drive Structure #1. The flood gate is located adjacent to the seawall at the eastern end of Mississippi Drive.

Tyson Wedekind, Roadway Maintenance Supervisor, stated that just four of the current staff had participated in a previous installation of the floodgate so the training was needed to get all staff up to speed on the deployment procedures for the gate.

Exercising the flood gate involves the installation of each piece of the structure, physical inspection of each piece and accomplishing repairs as needed, and dismantling and proper storage of each piece of the structure. Training was supervised by staff members who had participated in a previous installation.

Annual drills (exercises) are conducted to retain familiarity with the mechanics and manpower requirements of installing closure structures in years when the actual need to close does not occur. Sporadic intervals of personnel turnover make drills extremely necessary. Conduct gate closure drills on Mississippi Drive Structure #1 and on East 2nd Street Structure #2. The structure on East 2 nd Street was cleaned and exercised on March 15.

Flood gates were removed from 5th Street in 2006 when the bridge was elevated, therefore, no action is required at 5th Street. Two other flood gates cross CP Rail tracks including one across from the bluff on Mississippi Drive, and the other just south of Washington Street on the spur towards HeinzKraft.

The Mississippi River is currently at 14.33 feet and is expected to rise to 15.3 feet by next Tuesday. The current forecast is for the Mississippi to reach minor (16 feet) to moderate (18 feet) flood stage by the first week of May. A level of 18 feet would affect most of the parking area inside Riverside Park.

Pavement restoration begins on Lucas Street

MUSCATINE, Iowa – Construction work continues at two locations on Lucas Street in Muscatine as part of Phase V of the West Hill Sanitary and Storm Sewer Separation Project (WHSSSP).

Hagerty Earthworks, Inc., the prime contractor for this phase of the project, closed the intersection of Fletcher Avenue and Lucas Street Wednesday as underground work proceeded into the intersection. Lucas Street is now closed to traffic from Fletcher to Logan with residents on Fletcher and connected side streets detouring using Fletcher Avenue (down Miller’s Hill) to Hershey Avenue.

The intersection is tentatively scheduled to reopen in two weeks when underground work and backfilling of the area with rock has been completed.

Drivers are reminded that Greenwood Cemetery is not to be used as a shortcut around the construction on Lucas. Most of the entrances have been closed to traffic unless needed for funerals. Drivers using Hershey Avenue are urged to slow down and watch for increased traffic near the intersection with Fletcher Avenue.

Sub-contractor Heuer Construction, Inc., has prepared and started repaving the 900 block of Lucas Street including the intersection with Green Street. This underground work in this section of Lucas was completed last fall but there was not enough time for pavement restoration before the winter shutdown. A temporary rock surface was installed so the street could be open over the winter. The section is currently closed to all traffic.

The westbound driving lane was poured Thursday (April 6) with the eastbound lane scheduled to be poured Monday, weather permitting. Driveways and sidewalks will also be replaced. This section is tentatively scheduled to be reopened April 21, weather permitting.

Hagerty still has sanitary and storm sewer separation work along with water main underground work on Climer Street from the Logan intersection to Lucas.

Once the 900 block of Lucas has been completed, Heuer is scheduled to complete pavement work in the alley off of Logan. Repaving of Lucas from Logan to Fletcher will be scheduled once the underground work on Lucas has been completed. The last segment to have the pavement restored will be Climer from Logan to Lucas. The pavement restoration timeline is dependent on the completion of underground work.

Hagerty Earthworks, Inc., was awarded the $6.03 million contract for Phase V of the WHSSSP. This phase includes replacing sewers on West 8th Street from Broadway to Lucas, on Climer Street from West 8th Street to Lucas, Logan Street from Lucas to Climer, Lucas Street from 912 Lucas to Fletcher Avenue, and through the ravine between Climer and Lucas.

Grandview Avenue Reconstruction Project

The Grandview Avenue Reconstruction Project has resumed with lane restrictions in place at various locations from Main Street to Houser Street. Sidewalk work is underway from Musser to Houser on the west side of Grandview Avenue with southbound traffic moved to the middle lane. Sidewalk work on the east side will begin once the west side is completed.

Concrete and landscaping work also continues at the Oregon/Warren intersection with Grandview Avenue, and at several other locations on the west side of Grandview from Main Street to Warren.

Heuer Construction, Inc., was awarded the $7.74 million contract for the two-year Grandview Avenue Reconstruction Project that will remove and replace the pavement from Main Street to approximately 200 yards past Houser Street while adding sidewalks and additional streetscaping to provide a much more inviting corridor for residents and visitors.

Drivers are reminded to slow down and use caution when travelling through the construction zone, obey traffic control devices, and be aware of workers. Use an alternate route if possible.

Block of Grant closed March 29-31 to install fire hydrant

MUSCATINE, Iowa – Grant Street will be closed to through traffic from Washington Street to Park Avenue as Muscatine Power & Water (MPW) installs a fire hydrant at the Grant Street and Park Avenue intersection. The closure begins today (March 29) and will last through the end of the work day on Friday (March 31).

Local traffic will be permitted up to the intersection and access to all businesses will be maintained during the closure. MPW anticipates backfilling and reopening the street by the end of the day on Friday.

An additional closure will be needed as early as next week for finishing repairs to the street including repaving of the work area. A schedule for the finishing work has not been established but will be announced ahead of the work.

Please obey all traffic control signage and be alert for construction workers. Find alternate routes if possible.

Section of Lucas closed to traffic starting March 29

MUSCATINE, Iowa – Lucas Street will be closed to all traffic from Green to West 4th Street, including the Green Street intersection, starting Wednesday (March 29) as work begins to prepare this section of Lucas Street for repaving. The West Hill Sanitary and Storm Sewer Separation Project underground work was completed last fall, but the weather did not permit repaving to be accomplished before the winter shutdown.

Local traffic only past the Main Street and West 4th Street intersections.

Northbound through traffic on Lucas will be detoured from West 4th Street onto Cherry Street, to West 5th Street, to Locust Street, and to West 8th Street. Southbound through traffic on Lucas will be detoured on to West 8th Street, to Locust Street, to West 5th Street, and to Cherry Street.

Please obey all traffic control signage and be alert for construction workers. The closure is expected to last 2-3 weeks, weather permitting.

Washington Street closed at River Road for culvert repair

MUSCATINE, Iowa – The Department of Public Works will close Washington Street at the River Road intersection Tuesday through Friday (March 21-24), weather depending, to replace a culvert. Public Works received a drainage complaint from residents in the area of the intersection and an investigation found that the culvert under Washington Street had collapsed.

A road closure is necessary to remove and replace the culvert. Since Washington is an asphalt street, the patch will be temporarily backfilled with asphalt millings and the street reopened to traffic. Once the hot-mix asphalt plants are open, a permanent patch will replace the temporary patch.

Access to residences on Washington Street from Highway 22 to River Road will be maintained but through traffic will not be allowed during the work. Access to River Road will be from the Highway 22 intersection with River Road reduced to one lane near the work area.

Drivers are asked to slow down, to be patient and obey all traffic control devices.

Fourth Street, Weed Park playgrounds closed for maintenance

The playground areas in Fourth Street Park and in Weed Park will be temporarily closed this week for general maintenance and repairs. The Fourth Street Park playground will be closed today (March 20) through Wednesday with the Weed Park playground closed Wednesday through Friday.

The City of Muscatine and the Parks and Recreation Department apologizes for any inconvenience this may cause.

Floodgate passes test; ready for use if needed

MUSCATINE, Iowa – The Department of Public Works “exercised” the flood gate on 2nd Street at Mad Creek Wednesday (March 15) as part of a staff training exercise and in preparation for potential floods this spring and summer.

“We have a lot of new people that have never been involved with closing this flood gate and a few that have only done it one time,” Tyson Wedekind, Roadway Maintenance Supervisor, said. “This was good training and a good exercise of the gate in case we have to close it for real in the case of a major flood event.”

The City of Muscatine closed East 2nd Street from Oak Street to Highway 92 and detoured traffic onto East 5th Street as the gate was moved into place, connecting and completing the flood wall that separates Mad Creek and HNI Corp.

Maintenance of the flood gate is conducted annually prior to the start of the spring flood season.

City to close 2nd Street Wednesday for flood gate maintenance

MUSCATINE, Iowa – The Department of Public Works is planning to exercise the flood gate on 2nd Street at Mad Creek as part of a training exercise and flood preparedness plan.

The City of Muscatine plans to close East 2nd Street from Oak Street to Highway 92 from 9 a.m. to 12 p.m. on Wednesday, March 15, as the gate is moved into place to complete the flood wall and then moved back to its storage location.

The detour for the street closure will be to use East 5th Street from either Park Avenue or from Oak Street.

Maintenance of the flood gate is usually conducted annually prior to the start of the spring flood season. The National Weather Service has indicated that there is a well above normal risk for flooding in their 2023 Spring Flood Outlook with the highest potential for moderate flooding (above 18 feet) the last two weeks of April.

Lane restriction begins Monday on section of Lucas

MUSCATINE, Iowa – Lucas Street will be reduced to one lane of traffic from Newell to Logan starting Monday, Jan. 9, 2023, as Phase 5 work on the West Hill Sanitary and Storm Sewer Separation Project (WHSSSP) resumes.

Underground sewer replacement work resumes next week with the westbound lane closed at Logan and at Newell. Westbound traffic will be detoured onto Logan, to Newell, and back to Lucas. Eastbound traffic will not be affected by the lane closure.

While work resumes on Phase 5, Department of Public Works staff and Stanley Consultants are wrapping up preparation for Phase 6. A public meeting will be held on Tuesday, Jan. 10, to introduce Phase 6A of the WHSSSP. The meeting will be an open house format and held from 5-7 p.m. on Tuesday, Jan. 10, in the City Council Chambers at Muscatine City Hall.

The meeting is specifically for residents directly affected by the project and to answer any questions they may have regarding their easement agreements. The general public is also welcomed to attend.

Residents on Sycamore Street from East 8th Street to West Fulliam and those on West Fulliam from Sycamore Street to just west of Nelson Drive will be mostly affected by Phase 6A along with some residents on 9th, 10th, and 11th streets between Sycamore Street and Iowa Avenue.

Block of Lucas to remain closed through January 13

MUSCATINE, Iowa – Lucas Street will remain closed to through traffic from North Houser Street to Westwood through January 13, 2023, weather permitting. Needham Excavating has completed installation of sewer and water connections for the Muscatine Community School District Centralized Kitchen that is currently under construction, and is now preparing the section for repaving.

The current forecast indicates that the next available day to pour concrete will be January 9, which means that the section could be reopened to traffic at the end of the day on January 13. That schedule is depending on the weather, however.

Westbound traffic on Lucas is currently detoured north on Houser and then west on Cedar. Eastbound traffic on Lucas is detoured south on the U.S. 61 Bypass to Hershey then east to Houser.

Portion of 2nd Street to be closed to traffic Friday

MUSCATINE, Iowa – A portion of 2nd Street in Downtown Muscatine will be closed to vehicular traffic from 12-9 p.m. on Friday, Dec. 2, for the annual Jingle & Mingle (formerly Holiday Stroll) event. East 2nd Street will be closed at the Mulberry Roundabout and West 2nd Street will be closed at the Pine Street intersection.

Intersecting side-streets (Walnut, Cedar, Sycamore, Iowa, and Chestnut) will be closed at the #1 alley (between Mississippi Drive and 2nd Street), and at the #2 alley (between 3rd and 2nd streets).

No parking will be allowed in the closed section starting at noon on Friday, Dec. 2. Access to all businesses will be maintained with parking available in Riverside Park, city parking lots, and on city streets north of the closed section.

Drivers should use Mississippi Drive or 3rd Street to detour around the street closure.

Annual Street Financial Report on Council agenda

MUSCATINE, Iowa – The Muscatine City Council will be asked to approve the Annual Street Finance Report for Fiscal Year 2021-2022 during the Council’s final meeting before the Thanksgiving holiday on Thursday, (Nov. 17), one of several housekeeping items that are on the Council agenda.

The City Council meets at 6 p.m. Thursday in the Council Chambers at Muscatine City Hall, 215 Sycamore Street, Muscatine, Iowa. A virtual session is offered in conjunction with the in-person meeting for those who want to view the proceedings or make a comment but do not feel comfortable attending in person. Instructions for joining the virtual session are listed below.

The City Street Finance Report is required by the Iowa Department of Transportation (DOT) of all cities, and shows all street-related expenditures and related funding sources. Street related expenditures for the past fiscal year were $13,395,606 and that was up from $10,561,544 in Fiscal Year 2020-2021 and $9,385,512 in Fiscal Year 2019-2020.

Street-related costs in the General Fund (ongoing street maintenance) accounted for $3,009,908 in the past fiscal year, and street-related debt service on principal and interest for outstanding bond issues came in at $1,551,188.

Capital Project expenditures for Fiscal Year 2021/2022 came in at $8,496,825 and include: $5,569,960 for the Mississippi Drive/Grandview Avenue Corridor Project; $934,329 for street resurfacing, $837,063 for the 2nd Street Streetscape Project, $1,022,405 for the Park Avenue 4-to-3 Lane Conversion Project; $23,072 for the 67th Street Sidewalk Project engineering design; and, $109,996 for the right-of-way purchase for the new Love’s Truck Stop access road.

A major funding source for street expenditures is Road Use Tax ($3,289,871 in FY2021-2022). Additional funds came from Local Option Sales Tax ($774,940), Public Works charged for services ($122,410), and a federal grant from FEMA ($20,728) for windstorm cleanup.

Among the other items on the agenda is:

Swearing in of Firefighter Donald Petersen;
Resolutions for internal advances of funds for Tax Increment Urban Renewal Projects;
Resolutions for annual appropriation for Tax Increment Financing Rebate obligations;
Adoption of the Iowa League of Cities Record Retention Manual as the official schedule for the City of Muscatine; and,
Approval of an agreement with DOT and acceptance of an ARPA grant for MuscaBus.

Green Street asphalt repairs reach halfway mark

MUSCATINE, Iowa – Asphalt repairs in the northbound lanes of Grandview Avenue/Green Street were completed Frida with all traffic control moved out of the roadway for the weekend. The Department of Public Works plans on undertaken asphalt repairs to the seam in the southbound lanes next week. However, with the current forecast of rain for the beginning of the week, milling and an asphalt overlay may be held off until midweek.

Drivers are urged to use caution, slow down, and be alert for workers when driving through the work zone.

The contractor for the Grandview Avenue Reconstruction Project anticipates installing the permanent stripe on Grandview Avenue the week of October 24 or the week of October 31, weather permitting.

Block of West 2nd closed to traffic this weekend

MUSCATINE, Iowa – The 200 block of West 2nd Street will be closed to traffic from noon Friday (Oct. 7) through noon Sunday (Oct. 9) for “Rockin’ On 2nd”. A stage will be set up near the Pearl City Chiropractic Building. Access to the Pine Street parking lot will be restricted or unavailable over the weekend.

The same block will be closed to traffic from noon Saturday, October 15, to noon on Sunday, October 16, for the “Couture & Canines Runway Show”. The event will be held from 7:30-8:30 p.m. with additional activities also planned.

Please use caution during these times and find alternate routes if possible. Additional parking is available in Riverside Park. Access to all businesses will be available.

Section of Grandview Avenue to be closed two weeks

MUSCATINE, Iowa – A full closure of Grandview Avenue from Day Street to White Street will begin at 7 a.m. Monday (Sept. 26) as reconstruction of Grandview Avenue on both sides of the Canadian Pacific Railroad (CP) crossing begins. The closure will last approximately two weeks.

Local traffic only will be allowed on Grandview Avenue from Musser to Day and from Oregon to White.

Truck traffic from the south will be detoured onto Dick Drake Way to Stewart Road/Oregon Street or detoured onto the Highway 61 Bypass. Truck traffic from the north will be detoured onto Oregon Street/Stewart Road and then to Dick Drake Way.

Other through traffic will be detoured at Musser or at Oregon to go around the road closure.

Grandview Avenue will be open for traffic from Musser to Houser and from Oregon to Main. Drivers are reminded that these areas are still active construction zone and they should pay attention to traffic control devices and watch for construction workers. The construction zone speed limit is 25 mph and fines are doubled in a construction zone.

CP will have a flagger present at the railroad crossing for five days when work closest to the crossing needs to be completed. An additional week will be needed to complete pavement restoration at the Day Street and White Street intersections.

Heuer Construction, Inc., has been working on sidewalks and driveways while waiting for permission from CP to complete the work near the crossing. Seeding of completed areas and other landscaping activities is scheduled to begin Monday.

Heuer and Muscatine Power & Water (MPW) are hoping that a supply chain issue will be resolved soon so that work on the Sampson Street side of the intersection with Grandview can resume. Once the issue is resolved, MPW estimates that they will need 10 days to complete their work before turning the intersection over to Heuer for pavement restoration.

Stop signs added as Houser-Grandview intersection is opened

MUSCATINE, Iowa – The Houser Street leg of the Grandview Avenue intersection has been reopened to traffic but drivers should beware … the intersection will be a three-way stop through the remainder of the Grandview Avenue project.

Temporary stop signs were installed Friday after Heuer Construction, Inc., crews finished cleaning and sealing the intersection. The Mittman connection with Houser was opened Thursday.

Heuer Construction plans on continuing work on sidewalks and driveways from Franklin Street south toward Houser. The Sampson leg of the Grandview Avenue intersection is expected to be completed in mid- to late-September after all underground work is completed.

Drivers are reminded that there is a 25 mph speed limit and fines are doubled in the construction zone. Please be alert for construction workers and pay attention to traffic control devices.

WEST HILL PROJECT

Logan Street is closed to through traffic between Lucas and Climer streets with the contractor currently installing sewer from the alley toward Lucas. Once that section is completed, the contractor will place a temporary surface on the completed work and begin underground work from the alley towards Climer.

Local traffic will be permitted on Logan as the underground work is being completed. Once the underground work has been accomplished, the block of Logan will be prepped for paving and repaved.

Repaving Climer Street from the 700 block to High Street has been completed but the street will remain closed until sidewalk, driveways, and boxouts have been completed. Climer will be open to local traffic only once that is completed with the street closed at the High Street intersection.

Underground work on Climer from High to Logan will resume once work on Logan between Lucas and Climer has been completed. Advance notification will be given when this section of Climer is closed to traffic.

Lucas Street remains closed to traffic from Busch to West 8th as the contractor prepares this section of Lucas for repaving, which is scheduled for the week of August 22 depending on the weather.

Block of Logan to be closed to through traffic starting August 15

MUSCATINE, Iowa – Logan Street will be closed to through traffic between Lucas and Climer streets starting Monday (Aug. 15) according to the Department of Public Works.

West Hill Sanitary & Storm Sewer Separation Project (WHSSSSP) work has moved west out of the ravine through the alley that ends at Logan Street. The contractor is now ready to begin work on Logan Street with the stretch from the alley toward Lucas accomplished first. The section between the alley and Climer will follow.

During the winter new sanitary sewer pipe was placed in the ravine from High Street toward the intersection of the east/west and the north/south portions of the alleys connecting Climer and Logan. Ravine work resumed Tuesday and has been completed up to Logan Street. Access to driveways in the alleys are being temporarily restored with a rock surface until paving portions of the alley can be completed.

Local traffic will be permitted on Logan as the underground work is being completed. Once the underground work has been accomplished, the block of Logan will be prepped for paving and repaved.

Repaving Climer Street from the 700 block to High Street started Wednesday with curb and gutter on both sides of the street. The driving lanes were being poured on Friday but work was halted due to the brief rain shower over the noon hour. Climer will be opened to traffic, at least temporarily, next week but the exact day is dependent on the weather. Once opened, however, there will be some lane restrictions as work on sidewalks and driveways is completed.

Lucas Street remains closed to traffic from Busch to West 8th as the contractor prepares this section of Lucas for repaving, which should be accomplished over the next two weeks depending on the weather.

Lucas closed West 8th to West 4th starting Wednesday

MUSCATINE, Iowa – Lucas Street will be closed to traffic from West 8th to just past Main Street starting Wednesday morning, and travelers can expect Logan Street to be closed from Lucas to Climer within the next week or two according to the Muscatine Department of Public Works as part of the West Hill Area Sanitary and Storm Sewer Separation Project.

Repaving Climer Street from the 700 block to High Street is scheduled to begin Wednesday with curb and gutter on both sides of the street. The driving lanes are tentatively scheduled to be poured on Friday. Once cured, access to the Climer will be permitted with some lane restrictions as work on sidewalks and driveways is completed.

Project work near Logan Street will move west out of the ravine through the alley that goes toward Logan Street this week. During the winter new sanitary sewer pipe was placed from High Street toward the intersection of the east/west and the north/south portions of those alleys.

Ravine work began Tuesday and is expected to be into the alley intersection by Wednesday morning at which point all access to the alley up to Logan will be closed. As soon as the sewer is run up to Logan Street, access to driveways in the alleys will be restored. Eventually that portion of the alley will be paved but a rock surface will be placed as quickly as possible when the work in the alley is complete for access to the driveways.

Construction Update: 700 block of Climer closed for repaving

MUSCATINE, Iowa – The 700 block of Climer Street will be closed to all traffic beginning Monday as pavement restoration begins from the alley at 700 Climer to just past the High Street intersection. No parking signs were put out Friday morning ahead of the reconstruction work.

Haggerty Earthworks, Inc., indicated that the block will be prepped for paving on Monday and Tuesday with curb and gutter poured on both sides Wednesday and the driving lanes on Thursday, weather permitting. The tentative schedule calls for the block to reopen on August 15. Some lane restrictions may be implemented as the contractor completes driveway and sidewalk replacement.

The underground crew on Climer will be moving to the ravine between High Street and Logan to complete that section of sewer separation. Logan Street is tentatively scheduled to be closed to traffic on August 15 as underground work begins from Lucas to Climer. Area residents will be notified of the exact date of the street closure and the contractor will work with residents on access to their residences.

Meanwhile a second underground crew is wrapping up work at the Bush intersection on Lucas Street. That work is tentatively scheduled to be completed August 9, weather permitting. That crew will then move to the other side of West 8th Street and begin the sewer separation work toward Green Street.

Paving of Lucas from West 8th to Busch is tentatively scheduled to begin after the competition of the 700 block of Climer Street depending on the weather and other unforeseen circumstances.

Busch Street Detour – In order to maintain access to the residents of Busch Street, the City of Muscatine obtained permission from the owner of property located at the end of Greenwood Drive to use that private property to construct a connector path from the alley behind Busch Street to the end of Greenwood Drive. The path has been completed but is open to local traffic only.

Using the route from Lucas down Greenwood Drive to the connector to the alley and to Busch provides access to all the homes on Busch during the Lucas intersection closure. Once the Busch-Lucas intersection is reopened, the temporary access road will be removed and reseeded to return it to its original condition.

Since the temporary access area runs next to a ravine, there have been problems in the past with people using that area to dump trash and other materials. If any such activity is witnessed during this period of use to access Busch Street please notify the Police Department.

GRANDVIEW WORK CONTINUES

Grandview Avenue is now open to two-way traffic. Drivers are reminded that Grandview from Main Street through the Houser intersection remains active construction zone with some lane restrictions as work continues. Please proceed with caution, slow down, and watch for construction workers. Speed limit is 25 mph and fines are doubled in construction zones.

Pavement restoration on Houser Street from Grandview Avenue to Mittman is scheduled to begin Saturday (Aug. 6). The contractor anticipates completing the intersection next week with plans to reopen that leg of the intersection around August 15, weather permitting.

The Sampson leg of the intersection will remain closed as underground work continues between Grandview Avenue to the Canadian Pacific Railroad crossing.

Heuer Construction, Inc., will resume work on sidewalks and driveways in Phase 1 of the Grandview Project after Houser is completed, and continue working on sidewalks and driveways in Phase 2 until the Sampson intersection is ready for paving.

The City of Muscatine and the Iowa DOT reminds motorists to drive with caution, obey the posted speed limit and other signs in the work area, and be aware that traffic fines for moving violations are at least double in work zones. As in all work zones, drivers should stay alert, allow ample space between vehicles, wear seat belts, and be aware of construction workers. Use an alternate route if possible.
