MUSCATINE, Iowa – Spring leaf collection will last just one week and there will be just one round of curbside collection from Muscatine residences in April according to the Department of Public Works (DPW). Residents are urged to gather their unwanted leaves curbside no later than April 2 for the curbside collection event set for April 3-7.
“We are asking residents who want the City of Muscatine to collect their left-over leaves to have them raked to the curb by April 2,” Tyson Wedekind, Roadway Maintenance Supervisor, said. “We will be making just one round through each zone this year.”
Only one leaf vacuum truck will be sent out during the week. That truck will start in Zone 1 Monday and continue making one round through all zones. The primary collection effort will end when Zone 8 is completed.
“Due to the constraints of staffing and the number of projects that are or will be underway this spring, we decided to have just one round of collection,” Wedekind said. “Therefore it is important for residents who want to utilize this opportunity to have their leaves raked and ready to pick up by April 2.”
Residents who miss the collection can utilize their left-over leaves for mulch, place them in a compost pile on the resident’s property, or place them into City of Muscatine leaf bags. Residents can place the bags curbside for collection by the Solid Waste Division on their regular refuse collection day, or transport the bags to the Compost Facility at the Muscatine Transfer Station. City of Muscatine leaf bags are available at the Muscatine Transfer Station, and at Hy-Vee and Fareway.
Wedekind also said that DPW will not be taking any calls for leaf collection this spring.
General guidelines for leaf pickup:
Leaves should be placed near but not beyond the curb, and should be within reach of the leaf vacuum. Leaves should be free of tree branches and twigs as they can cause the leaf vacuums to clog up.
All leaves must be placed outside of fenced areas.
Leaves are not to be placed in the street to avoid clogging storm drains.
Leaves should not be placed in street or extend into traffic lanes, thereby creating traffic hazards.
Leaves should not be placed around obstacles such as mailbox posts, sign posts and light poles.
Crews will not pick up leaves mixed with debris, logs, branches, rocks, plastic, metal or glass containers, or any other types of refuse.
Leaves should not be placed on City cul-de-sacs, vacant land, or City property except on the public right-of-way along the curb/shoulder area.
MUSCATINE, Iowa – A major step will be accomplished in two road projects next week with Grandview Avenue scheduled to be open to two-way traffic and through traffic scheduled to resume on West 8th Street. The schedule for the openings is weather dependent.
The last quadrant of the West 8th and Lucas intersection was poured Friday morning. Once cured, the intersection will have the joints cleaned and sealed with a final cleanup on Monday before the barricades are pulled Tuesday morning. Lucas Street will remain closed from West 8th to Busch, however.
The final section of Grandview Avenue was completed on Thursday. The contractor will be cleaning and sealing the joints, and do a final cleanup on Monday before pulling the barricades Tuesday morning. Houser will remain closed from Grandview to Mittman and Sampson will remain closed from Grandview to just past the Canadian Pacific Railroad crossing.
Drivers are reminded that these two streets are part of active construction zones and there may be some lane restrictions as work continues. Please proceed with caution, slow down, and watch for construction workers. Speed limit is 25 mph and fines are doubled in construction zones.
Underground work from West 8th to Busch continues with pavement restoration tentatively planned to begin in two- to three-weeks. Pavement restoration is also scheduled to begin in the next two weeks on Climer through the High Street intersection.
Grandview Avenue work will focus on prepping and paving Houser Street from Grandview to Mittman while also working on sidewalks and driveways in both Phase I and Phase II of the project.
Busch Street Detour – In order to maintain access to the residents of Busch Street, the City of Muscatine obtained permission from the owner of property located at the end of Greenwood Drive to use that private property to construct a connector path from the alley behind Busch Street to the end of Greenwood Drive. The path has been completed but is open to local traffic only.
Using the route from Lucas down Greenwood Drive to the connector to the alley and to Busch provides access to all the homes on Busch during the Lucas intersection closure. Once the Busch-Lucas intersection is reopened, the temporary access road will be removed and reseeded to return it to its original condition.
Since the temporary access area runs next to a ravine, there have been problems in the past with people using that area to dump trash and other materials. If ay such activity is witnessed during this period of use to access Busch Street please notify the Police Department.

The City of Muscatine and the Iowa DOT reminds motorists to drive with caution, obey the posted speed limit and other signs in the work area, and be aware that traffic fines for moving violations are at least double in work zones. As in all work zones, drivers should stay alert, allow ample space between vehicles, wear seat belts, and be aware of construction workers. Use an alternate route if possible.

MUSCATINE, Iowa – The intersection of East 2nd and Cedar streets will be closed for approximately one week according to the Muscatine Department of Public Works. The closure is expected to begin at 7 a.m. Monday (June 6) and continue through the end of the day on Friday (June 10), weather permitting.
Two crosswalks will be removed and replaced as part of the punch list for the recent 2nd Street Streetscape Project. One of the crosswalks cuts across the 300 block of East 2nd Street while the other crosswalk cuts across the 200 block of Cedar.
KE Flatwork, Inc., will be removing the pavers from the two crosswalks on Monday with Eastern Iowa Landscaping replacing the brick pavers starting Tuesday.
Access to all businesses in the affected blocks will be maintained. However, through traffic should detour to either Mississippi Drive or 3rd Street using either Sycamore or Walnut streets.
MUSCATINE, Iowa – The 2021-2022 Hot Mix Asphalt Overlay Project is set to resume the week of May 16 but several streets will receive attention from the Public Works Street Maintenance Division ahead of receiving new asphalt.
Brandt Construction Company will resume milling and putting down an asphalt overlay as part of the 2021-22 project with four street segments and four alley segments to be completed this spring.
Ahead of Brandt resuming the asphalt overlays, the Street Maintenance Division will be repairing soft spots on Robin Road and on East 5th Street. Lane restrictions will be in place starting Monday as work on Robin Road begins while East 5th Street will be closed to all traffic starting May 12 from Mulberry to Orange where most of the soft spots are located. Additional soft spots from Orange to Cypress Streets will also be replaced by City crews. A detour map will be posted when available.
Muscatine Power & Water (MPW) is completing the replacement of a water main on Fair Acres Drive from Bidwell Road to Crestline Drive, and is scheduled to be the first street segment to receive an asphalt overlay by Brandt Construction. The schedule for the other street segments will depend on the repairs to the soft spots on Robin Road (Bidwell Road to Sunrise Circle) and East 5th Street (Mulberry to Cypress). The other street segment that is part of the current contract is Bartlett Street (Mulberry to Cedar).
Four alley segments will also be completed in the next two months including the alley between Lincoln Boulevard and Grand Avenue (from Clay to Jackson), the alley between Lake Park Boulevard and McArthur Street (from 2nd Avenue to Lake Park Boulevard), the alley between Taylor and Clinton streets (from New Hampshire to Hershey), and the alley between Mary Place and Orchard Avenue (Orchard Avenue to the Dead End).
Lane restrictions will be in place while Brandt Construction mills the streets and alleys, and during the asphalt overlay process. Drivers are urged to use caution when in construction areas and obey traffic control devices and flaggers.
FULL DEPTH PATCHING CONTINUES
Heuer Construction, Inc., continues to work in the 1600 block of Cedar Street as part of the 2022 Full Depth Patching Project. Work is expected to continue through May 13, weather permitting.
Also included as part of the 2022 contract is Isett Avenue (Bidwell Road to the Heinz pedestrian entrance), Houser Street (Fulliam Avenue to Dawson Street), Stewart Road (Oregon Avenue to Wallace Street), Robin Road (Sunrise Circle east to end of the concrete), Frontage Road (Cleveland Street to Ford Avenue), and Devitt Avenue (Ridgewood Avenue to Pinefield Street).
WEST HILL SEWER SEPARATION PROJECT
The intersection of West 8th and Lucas streets remains closed to all traffic) as part of Phase 5 of the West Hill Sanitary and Storm Sewer Separation Project. Limited access is permitted on Lucas Street from Main Street on the east side of the intersection and from Busch Street on the west side. Limited access is also permitted on West 8th Street from Broadway to the Lucas Street intersection and from Main Street to the Lucas Street intersection. The Whicher intersection remains open.
Climer Street is closed to through traffic from West 8th to High. Local traffic only will be permitted as sanitary and storm sewer separation work on this segment of Phase 5.
The contractor anticipates keeping all driveways accessible for residents for as much as possible from Busch to Main on Lucas and from West 8th to High on Climer. Periodic closures will occur as underground work progresses. Full closures will occur during the removal and replacement of the pavement from curb to curb. Residents will be notified in advance of the full closures.
Sewer project work on Lucas Street in 2022 will focus on the area from Busch Street to the curve in Lucas Street just past Green Street and include the 900, 1300, 1400, and 1500 blocks of Lucas. Sewer project work on Climer Street in 2022 begins in the 700 block of Climer and moves toward the Lucas Street intersection.
GRANDVIEW AVENUE RECONSTRUCTION PROJECT:
Traffic restrictions continue on Grandview Avenue from Houser to Musser streets as underground work, and pavement removal and replacement is underway. The contractor is maintaining customer and delivery access to all businesses as Phase II of the Grandview Avenue Reconstruction Project continues.
Musser Street is closed from the intersection with Wisconsin and Baker to the Grandview intersection as the east side of the Musser-Grandview intersection is reconstructed as part of the Grandview Avenue Reconstruction Project.
Drivers are reminded to slow down and use caution when travelling through the construction zone, obey traffic control devices, and be aware of workers. Use an alternate route if possible.

MUSCATINE, Iowa – Mother Nature was not kind to one outdoor road project last week as work to replace a light pole base in the median on Mississippi Drive between Linn and Broadway streets was pushed back one week.
The revised plan has Heuer Construction, Inc., starting work either Monday (March 14) or Tuesday (March 15) with a flagger at either end of the section of median (at Linn and at Broadway) to flag vehicles through. Work will be conducted during daytime hours with the street opened in the evenings.
Drivers are urged to use caution when travelling through the construction zone, obey traffic control devices, and seek alternate routes if possible.
Also expected next week will be the repair of a collapse sewer on Sampson Street. The section of street has been barricaded with traffic reduced to one lane. Drivers are asked to alternate when travelling through the work area, use caution, and obey traffic control devices. The work is estimated to take most of the week.
Drivers are also reminded that Iowa Avenue will be closed from 3rd to 4th streets starting Monday (March 14). The block will be closed to traffic for 45 days as Graham Construction Company completes demolition work on the former Musser Public Library building and connects utility services.
