Lucas-Logan intersection closed March 1-24; Detour announced

MUSCATINE, Iowa – The intersection of Lucas and Logan streets will be closed to all traffic for approximately three weeks starting Wednesday (March 1) afternoon as Phase 5 of the West Hill Sanitary and Storm Sewer Separation Project progresses. Work is expected to be completed by March 24, weather permitting.

Haggerty Earthworks, LLC, started placing a new sanitary main from Logan to Newell on January 9 and was scheduled to complete that run Tuesday with the installation of the final manhole just south of the intersection with Fletcher Avenue. Once that is completed crews will move down to the Logan-Lucas intersection to begin connecting the new sanitary main to the existing sanitary main. The work will necessitate the complete closure of the intersection.

Residents on Lucas north of the Logan intersection will have access from the Newell end of Lucas Street. Residents on Lucas south of the Logan intersection will have access from West 8th Street. Residents on Logan will have access from Climer Street.

DETOUR – Northbound traffic on Lucas will be detoured on to West 8th Street, to Broadway, to Newell, and back to Lucas Street. Southbound traffic on Lucas will be detoured on to Newell, to Broadway, to West 8th Street, and back to Lucas Street.

NEXT STEP – Once the work in the Lucas-Logan intersection is completed, Haggerty Earthworks LLC will be moving to the Logan-Climer intersection. The final major segment of Phase 5 is Climer Street from Logan to Lucas with both water main and sanitary storm sewer separation work to be completed.

Pavement restoration will begin as the weather permits including the completed sections on Lucas from Green to West 4th streets, and on Lucas from Logan to Newell. Once the construction season begins in earnest, pavement restoration will follow the completion of underground work.

Public Works crews keep pushing back snow

MUSCATINE, Iowa – Snow plows were back on the streets early Wednesday and received some help from the rising temperatures. Crews worked to pushed back snow to the curb in all areas of Muscatine to allow for the melting snow to filter into the storm inlets.

Public Works officials said that this was a difficult storm to move snow due to the extreme cold and wind that accompanied a total of nearly five inches of snow. However, crews were able to make at least one pass through every street and alley in Muscatine before the temperatures climbed above freezing to aid in the snow removal effort.

Public Works crews will continue to monitor street conditions and will add salt and/or sand as needed due to the temperature fluctuations.

City preparing for potential winter storm later this week

MUSCATINE, Iowa – The Department of Public Works was out coating the streets of Muscatine with brine in anticipation of a potential winter storm that could move into the area Wednesday night through Saturday.

“Crews were out today spreading salt and brine on city streets,” Brian Stineman, Public Works Director said. “This storm, if it arrives as currently forecasted, has the potential to bring a lot of snow and high winds into the area.”

The National Weather Service issued a Winter Storm Watch for Muscatine County at 2:42 p.m. Monday indicating that heavy snow is possible with accumulations of 5-10 inches and wind gusts as high as 50 mph. Blizzard conditions will also be possible with extreme cold wind chills as well. The watch is in effect from late Wednesday night through late Friday night.

Very cold temperatures will also arrive late in the week and, combined with the wind, could create wind chill values dropping to as low as 25 to 35 below at times.

Stineman indicated that there is a potential for the City of Muscatine to declare a Snow Emergency, which would be the first under the revised Snow Emergency Ordinance.

“We will be watching the weather forecast and will make a decision Wednesday afternoon,” Stineman said. “We do urge residents to make preparations and locate off-street parking for their vehicles as the storm arrives.”

According to the revised code, when weather conditions warrant the declaration of a snow emergency motor traffic will be expedited and parking on City of Muscatine streets will be prohibited or restricted for snow plowing and other purposes. Public notice will be provided prior to the implementation of a Snow Emergency declaration.

During a declared snow emergency, no person shall park, or allow to remain parked, any vehicle on any portion of a Snow Emergency route. Here is a MAP of the Snow Emergency routes.

Once a Snow Emergency ends there is still the possibility of parking restrictions as Department of Public Works crews push back the snow to the curb. 

The Snow Push Back policy would be implemented, if needed, once snow removal operations are complete to the appropriate levels of service on all Class I, Class II, and Class III roadways. See SNOW AND ICE CONTROL POLICY for the classifications of different roadways. 

Residents will be provided 24-hour notice prior to the implementation of the Snow Push Back policy’s odd-even parking plan. See SNOW PUSH BACK POLICY for more information on parking restrictions.

The National Weather Service reminds residents that travel could be difficult with widespread blowing snow that could significantly reduce visibility. The cold wind chills as low as 30 below zero could cause frostbite on exposed skin in as little as 30 minutes.

Grandview-Sampson intersection open to traffic

MUSCATINE, Iowa – The Grandview Avenue intersection with South Houser and Sampson streets is now open to traffic. The barricades were removed this morning by prime contractor Heuer Construction after the completion of landscaping and utility work.

Opening the intersection also means a change in traffic control as the intersection is now a two-way stop (coming off of Sampson and off of South Houser). Traffic on Grandview Avenue does not stop. Temporary stop signs were placed on Grandview Avenue as work on the intersection was underway. 

Construction work will continue in the Grandview Avenue corridor throughout the winter and into the spring. Drivers are reminded that this area remains a construction zone with a 25-mph speed limit. Fines are doubled in the work area. Please slow down, obey any traffic control devices, and be alert for workers.

Work on remaining sidewalks and landscaping will continue through the Spring of 2023.

Construction Update: Busch-Lucas intersection to close July 11

MUSCATINE, Iowa – The intersection of Busch and Lucas streets will be closed to traffic starting Monday (July 11) as part of Phase 5 of the West Hill Sanitary and Storm Sewer Separation Project according to officials at the Department of Public Works. It is anticipated that the closure will last six weeks.

In order to maintain access to the residents of Busch Street, the City of Muscatine obtained permission from the owner of property located at the end of Greenwood Drive to use that private property to construct a connector path from the alley behind Busch Street to the end of Greenwood Drive. The path has been completed but is open to local traffic only. 

Busch Street Bypass 7-11-2022 (JPG)Using the route from Lucas down Greenwood Drive to the connector to the alley and to Busch provides access to all the homes on Busch during the Lucas intersection closure. Once the Busch-Lucas intersection is reopened, the temporary access road will be removed and reseeded to return it to its original condition.

Since the temporary access area runs next to a ravine, there have been problems in the past with people using that area to dump trash and other materials. If ay such activity is witnessed during this period of use to access Busch Street please notify the Police Department.

Work on repaving the West 8th and Lucas intersection will also resume next week following the completion of underground work by Muscatine Power & Water. Repaving is also expected for the Climer Alley. The paving is expected to take two weeks, weather permitting. Once completed, West 8th Street will be completely open.

Lucas Street will continue to be closed at the West 8th intersection as underground work continues toward Busch Street and will begin soon heading toward Green Street.

Underground work on Climer Street is making progress toward High Street as Haggerty Earthworks works in short sections to minimize disruption of accessibility to resident homes in the work area. Once the contractor completes work through the High Street intersection, underground operations will move to Logan while Climer is repaved from High to West 8th.

GRANDVIEW AVENUE

The Grandview Avenue intersection with Houser and Sampson remains closed to traffic with most underground work crossing Grandview completed. This is the final major intersection of the Grandview Avenue Reconstruction Project with Heuer Construction, Inc., anticipating that two-way traffic on Grandview will be restored by August 1, weather permitting.

The full closure of the intersection will be implemented on Sampson east of the Canadian Pacific Railroad crossing, Houser north of the Mittman intersection, Mittman just south of the intersection with Houser, Grandview 200 feet south of the intersection with Houser-Sampson, and Grandview from the Cheri Top south.

Access to all Grandview Avenue businesses south of the Musser intersection to the Houser-Sampson intersection will be from the intersection with Musser.

Through traffic coming from the south will be detoured west onto the Highway 61 by-pass to the Hershey exit and then to Mississippi Drive, or east on Dick Drake Way to Stewart Road/Oregon and back to Grandview.

The final section of Grandview will be rocked and prepped for paving starting Monday (July 11). Tentative plans are to have Grandview Avenue completely open for two-way traffic once the new pavement cures, but the Sampson and Houser legs of the intersection will remain closed as they will be reconstructed after Grandview is opened.

The Grandview Avenue Reconstruction Project remains on schedule. Once the roadway is completed, Heuer will complete sidewalks, driveways, and landscaping in each of the two phases. The project is tentatively scheduled to wrap up November 2022.

FULL DEPTH PATCHING BEGINS ON ISETT

Removal and replacement of sections of the Isett Avenue pavement continue as the final segment of the 2021-2022 Full Depth Patching program. Heuer Construction, Inc., are repairing areas of the Isett Avenue pavement from the Heinz pedestrian crossing to Clay Street.

Drivers are urged to slow down, obey traffic control devices, watch out for construction workers, and plan for extra time when driving through the construction zone.  Please find alternate routes of travel if possible.

The City of Muscatine and the Iowa DOT reminds motorists to drive with caution, obey the posted speed limit and other signs in the work area, and be aware that traffic fines for moving violations are at least double in work zones. As in all work zones, drivers should stay alert, allow ample space between vehicles, wear seat belts, and be aware of construction workers. Use an alternate route if possible.

Cedar and East 2nd intersection to be closed June 6-10

MUSCATINE, Iowa – The intersection of East 2nd and Cedar streets will be closed for approximately one week according to the Muscatine Department of Public Works. The closure is expected to begin at 7 a.m. Monday (June 6) and continue through the end of the day on Friday (June 10), weather permitting.

Two crosswalks will be removed and replaced as part of the punch list for the recent 2nd Street Streetscape Project. One of the crosswalks cuts across the 300 block of East 2nd Street while the other crosswalk cuts across the 200 block of Cedar.

KE Flatwork, Inc., will be removing the pavers from the two crosswalks on Monday with Eastern Iowa Landscaping replacing the brick pavers starting Tuesday.

Access to all businesses in the affected blocks will be maintained. However, through traffic should detour to either Mississippi Drive or 3rd Street using either Sycamore or Walnut streets.

Block of East 5th to be closed to traffic for street repair

MUSCATINE, Iowa – The 2021-2022 Hot Mix Asphalt Overlay Project is set to resume the week of May 16 but several streets will receive attention from the Public Works Street Maintenance Division ahead of receiving new asphalt.

 

Brandt Construction Company will resume milling and putting down an asphalt overlay as part of the 2021-22 project with four street segments and four alley segments to be completed this spring.

 

Project Update (JPG)Ahead of Brandt resuming the asphalt overlays, the Street Maintenance Division will be repairing soft spots on Robin Road and on East 5th Street. Lane restrictions will be in place starting Monday as work on Robin Road begins while East 5th Street will be closed to all traffic starting May 12 from Mulberry to Orange where most of the soft spots are located. Additional soft spots from Orange to Cypress Streets will also be replaced by City crews. A detour map will be posted when available.

 

Muscatine Power & Water (MPW) is completing the replacement of a water main on Fair Acres Drive from Bidwell Road to Crestline Drive, and is scheduled to be the first street segment to receive an asphalt overlay by Brandt Construction. The schedule for the other street segments will depend on the repairs to the soft spots on Robin Road (Bidwell Road to Sunrise Circle) and East 5th Street (Mulberry to Cypress). The other street segment that is part of the current contract is Bartlett Street (Mulberry to Cedar).

 

Four alley segments will also be completed in the next two months including the alley between Lincoln Boulevard and Grand Avenue (from Clay to Jackson), the alley between Lake Park Boulevard and McArthur Street (from 2nd Avenue to Lake Park Boulevard), the alley between Taylor and Clinton streets (from New Hampshire to Hershey), and the alley between Mary Place and Orchard Avenue (Orchard Avenue to the Dead End).

 

Lane restrictions will be in place while Brandt Construction mills the streets and alleys, and during the asphalt overlay process. Drivers are urged to use caution when in construction areas and obey traffic control devices and flaggers.

 

FULL DEPTH PATCHING CONTINUES

 

Heuer Construction, Inc., continues to work in the 1600 block of Cedar Street as part of the 2022 Full Depth Patching Project. Work is expected to continue through May 13, weather permitting. 

 

Also included as part of the 2022 contract is Isett Avenue (Bidwell Road to the Heinz pedestrian entrance), Houser Street (Fulliam Avenue to Dawson Street), Stewart Road (Oregon Avenue to Wallace Street), Robin Road (Sunrise Circle east to end of the concrete), Frontage Road (Cleveland Street to Ford Avenue), and Devitt Avenue (Ridgewood Avenue to Pinefield Street). 

 

WEST HILL SEWER SEPARATION PROJECT

 

The intersection of West 8th and Lucas streets remains closed to all traffic) as part of Phase 5 of the West Hill Sanitary and Storm Sewer Separation Project. Limited access is permitted on Lucas Street from Main Street on the east side of the intersection and from Busch Street on the west side. Limited access is also permitted on West 8th Street from Broadway to the Lucas Street intersection and from Main Street to the Lucas Street intersection. The Whicher intersection remains open.

 

Climer Street is closed to through traffic from West 8th to High. Local traffic only will be permitted as sanitary and storm sewer separation work on this segment of Phase 5. 

 

The contractor anticipates keeping all driveways accessible for residents for as much as possible from Busch to Main on Lucas and from West 8th to High on Climer. Periodic closures will occur as underground work progresses. Full closures will occur during the removal and replacement of the pavement from curb to curb. Residents will be notified in advance of the full closures.

 

Sewer project work on Lucas Street in 2022 will focus on the area from Busch Street to the curve in Lucas Street just past Green Street and include the 900, 1300, 1400, and 1500 blocks of Lucas. Sewer project work on Climer Street in 2022 begins in the 700 block of Climer and moves toward the Lucas Street intersection. 

 

GRANDVIEW AVENUE RECONSTRUCTION PROJECT:

 

Traffic restrictions continue on Grandview Avenue from Houser to Musser streets as underground work, and pavement removal and replacement is underway. The contractor is maintaining customer and delivery access to all businesses as Phase II of the Grandview Avenue Reconstruction Project continues. 

 

Musser Street is closed from the intersection with Wisconsin and Baker to the Grandview intersection as the east side of the Musser-Grandview intersection is reconstructed as part of the Grandview Avenue Reconstruction Project.

 

Drivers are reminded to slow down and use caution when travelling through the construction zone, obey traffic control devices, and be aware of workers. Use an alternate route if possible.

Lucas-West 8th intersection to be closed six weeks

MUSCATINE, Iowa – The intersection of West 8th and Lucas streets will be closed to all traffic beginning Monday (April 4) as part of Phase 5 of the West Hill Sanitary and Storm Sewer Separation Project. The full closure will last approximately six weeks depending on the weather.

Limited access will also be permitted on West 8th Street from Broadway to the Lucas Street intersection and from Main Street to the Lucas Street intersection. In addition to the work at the Lucas and West 8th intersection, general contractor Haggerty Earthworks, LLC, plans to close Climer Street from West 8th to High starting on Wednesday (April 6). Local traffic only will be permitted as sanitary and storm sewer separation work begins on this segment of Phase 5.

The two emergency repairs, on Hershey and Liberty, that are part of the 2022 Full Depth Patching Program are nearly complete but lane restrictions may continue into next week as concrete replacement continues. Liberty has been used as a detour during the Grandview Avenue reconstruction and the higher-than-normal traffic created buckles in the roadway.

 

Once the emergency repairs are completed, Heuer Construction, Inc., will move to 1608 Cedar Street (near the intersection with Parham).

 

Also included as part of the 2022 contract is Isett Avenue (Bidwell Road to the Heinz pedestrian entrance), Houser Street (Fulliam Avenue to Dawson Street), Stewart Road (Oregon Avenue to Wallace Street), Robin Road (Sunrise Circle east to end of the concrete), Frontage Road (Cleveland Street to Ford Avenue), and Devitt Avenue (Ridgewood Avenue to Pinefield Street). Additional emergency repairs may be added if time and money remain in the contract.

 

Additional traffic notes:

 

  • Heuer Construction, Inc., has closed one outside lane of Park Avenue from Washington to the Mad Creek Bridge on East 2nd Street to work on the Iowa DOT punch list for the Park Avenue 4-to-3 Lane Conversion Project that was substantially completed last fall.
  • Musser Street is closed from the intersection with Wisconsin and Baker to the Grandview intersection as the east side of the Musser-Grandview intersection is reconstructed as part of the Grandview Avenue Reconstruction Project.
  • Traffic restrictions continue on Grandview Avenue from Houser to Musser streets as underground work and pavement removal continue. The contractor maintains customer and delivery access to all businesses as Phase II of the Grandview Avenue Reconstruction Project continues.
