Grandview-Sampson intersection open to traffic

MUSCATINE, Iowa – The Grandview Avenue intersection with South Houser and Sampson streets is now open to traffic. The barricades were removed this morning by prime contractor Heuer Construction after the completion of landscaping and utility work.

Opening the intersection also means a change in traffic control as the intersection is now a two-way stop (coming off of Sampson and off of South Houser). Traffic on Grandview Avenue does not stop. Temporary stop signs were placed on Grandview Avenue as work on the intersection was underway. 

Construction work will continue in the Grandview Avenue corridor throughout the winter and into the spring. Drivers are reminded that this area remains a construction zone with a 25-mph speed limit. Fines are doubled in the work area. Please slow down, obey any traffic control devices, and be alert for workers.

Work on remaining sidewalks and landscaping will continue through the Spring of 2023.

Green Street asphalt repairs reach halfway mark

MUSCATINE, Iowa – Asphalt repairs in the northbound lanes of Grandview Avenue/Green Street were completed Frida with all traffic control moved out of the roadway for the weekend. The Department of Public Works plans on undertaken asphalt repairs to the seam in the southbound lanes next week. However, with the current forecast of rain for the beginning of the week, milling and an asphalt overlay may be held off until midweek.

Drivers are urged to use caution, slow down, and be alert for workers when driving through the work zone.

The contractor for the Grandview Avenue Reconstruction Project anticipates installing the permanent stripe on Grandview Avenue the week of October 24 or the week of October 31, weather permitting.

Section of Grandview Avenue to be closed two weeks

MUSCATINE, Iowa – A full closure of Grandview Avenue from Day Street to White Street will begin at 7 a.m. Monday (Sept. 26) as reconstruction of Grandview Avenue on both sides of the Canadian Pacific Railroad (CP) crossing begins. The closure will last approximately two weeks.

Local traffic only will be allowed on Grandview Avenue from Musser to Day and from Oregon to White.

Truck traffic from the south will be detoured onto Dick Drake Way to Stewart Road/Oregon Street or detoured onto the Highway 61 Bypass. Truck traffic from the north will be detoured onto Oregon Street/Stewart Road and then to Dick Drake Way.

Other through traffic will be detoured at Musser or at Oregon to go around the road closure.

Grandview Avenue will be open for traffic from Musser to Houser and from Oregon to Main. Drivers are reminded that these areas are still active construction zone and they should pay attention to traffic control devices and watch for construction workers. The construction zone speed limit is 25 mph and fines are doubled in a construction zone.

CP will have a flagger present at the railroad crossing for five days when work closest to the crossing needs to be completed. An additional week will be needed to complete pavement restoration at the Day Street and White Street intersections.

Heuer Construction, Inc., has been working on sidewalks and driveways while waiting for permission from CP to complete the work near the crossing. Seeding of completed areas and other landscaping activities is scheduled to begin Monday.

Heuer and Muscatine Power & Water (MPW) are hoping that a supply chain issue will be resolved soon so that work on the Sampson Street side of the intersection with Grandview can resume. Once the issue is resolved, MPW estimates that they will need 10 days to complete their work before turning the intersection over to Heuer for pavement restoration.

Stop signs added as Houser-Grandview intersection is opened

MUSCATINE, Iowa – The Houser Street leg of the Grandview Avenue intersection has been reopened to traffic but drivers should beware … the intersection will be a three-way stop through the remainder of the Grandview Avenue project.

Temporary stop signs were installed Friday after Heuer Construction, Inc., crews finished cleaning and sealing the intersection. The Mittman connection with Houser was opened Thursday.

Heuer Construction plans on continuing work on sidewalks and driveways from Franklin Street south toward Houser. The Sampson leg of the Grandview Avenue intersection is expected to be completed in mid- to late-September after all underground work is completed.

Drivers are reminded that there is a 25 mph speed limit and fines are doubled in the construction zone. Please be alert for construction workers and pay attention to traffic control devices.

WEST HILL PROJECT

Logan Street is closed to through traffic between Lucas and Climer streets with the contractor currently installing sewer from the alley toward Lucas. Once that section is completed, the contractor will place a temporary surface on the completed work and begin underground work from the alley towards Climer.

Local traffic will be permitted on Logan as the underground work is being completed. Once the underground work has been accomplished, the block of Logan will be prepped for paving and repaved.

Repaving Climer Street from the 700 block to High Street has been completed but the street will remain closed until sidewalk, driveways, and boxouts have been completed. Climer will be open to local traffic only once that is completed with the street closed at the High Street intersection.

Underground work on Climer from High to Logan will resume once work on Logan between Lucas and Climer has been completed. Advance notification will be given when this section of Climer is closed to traffic.

Lucas Street remains closed to traffic from Busch to West 8th as the contractor prepares this section of Lucas for repaving, which is scheduled for the week of August 22 depending on the weather.

Project work moving east on Lucas Street from the West 8th Street intersection continues with sanitary sewer pipe installed from West 8th up to the curve where Lucas becomes West 4th Street. Progressive closures of Lucas Street will occur moving to the east including the Main Street intersection. 

There will be limited access available with this section of Lucas reduced to one lane where the underground work is being completed. A temporary driving surface will be provided behind the underground work once the contractor determines it is safe to do so. Driveways along the work area will be inaccessible while the sewer is being installed, but the contractor will attempt to restore driveway access as quickly as possible with a temporary driving surface.

Public meetings set to discuss Neighborhood Grants program

MUSCATINE, Iowa – The City of Muscatine has announced the establishment of the Grandview Neighborhood Grant Program. The goal of the program is to promote neighborhood activities and other projects that build on community pride and connection in the south end of Muscatine. The program will be the subject of two neighborhood meetings with the first scheduled for 6 p.m. Wednesday in the Community Room at the Musser Public Library and HNI Community Center.

The second neighborhood meeting will be at 6 p.m. on August 17 at the Musserville United Methodist Church, 1001 Oregon Street, Muscatine. City of Muscatine staff and members of the committee overseeing the program will also be available to answer questions from 8 a.m. to 12 p.m. Saturday (Aug. 13) at the Muscatine Area Farmers Market in the 3rd Street parking lot, and from 5-7 p.m. on August 16 at the Muscatine Southend Farmers Market in the Dollar General parking lot (807 Grandview).

“The Grandview Neighborhood Grant Program will be funded from $50,000 in ARPA (American Rescue Plan Act) funds that were allocated by the City Council during the budget process for neighborhood revitalization in the Grandview Corridor,” Jodi Royal-Goodwin, Community Development Director for the City of Muscatine, said.

The Grandview Neighborhood Grant Program would encompass neighborhoods from Hershey Avenue to the Mississippi River and from Carver Corner to the U.S. Hwy 61 Bypass.

A total of $10,000 will be earmarked for Tier I Mini Grants with individuals being able to apply for up to $1,000 for projects such as neighborhood cleanups, community gardens, community spaces (e.g., benches, gardens, etc.), neighborhood events (e.g., picnics, outdoor movie nights, ice cream socials, neighborhood tool library or food pantry, or other similar projects that would instill sense of community.

Applications for the Tier I Mini Grants will be accepted from September 1 through October 31. Grants will be awarded on a first come, first served basis, and projects should be completed within 90 days of the award. More details on the application process can be found at Neighborhood Grants.

A total of $40,000 will be awarded in Tier II property improvement grants. Applicants may apply for up to $10,000 but there is a 50 percent match requirement for the grant award. These improvements must include at least four properties, must be on the properties exterior, and visible from the street (e.g., facades, roofs, landscaping, windows, front entry doors, sidewalks, steps, retaining walls, etc.).

Applications for the Tier II Property Improvement Grants will be accepted February 1 to April 30, 2023. Grants will be awarded based on a defined scoring criteria.   More details on the application process can be found at Neighborhood Grants.

The Grandview Corridor Revitalization Project was launched in March 2021 with the goal of improving neighborhoods and enhancing Muscatine’s southern gateway. The Project includes five pillars: Grandview Avenue Reconstruction Project, Economic Development, Business Support, Recreational Amenities, and Residential Support.  

As part of the Residential Support Pillar, the City of Muscatine conducted neighborhood outreach meetings utilizing the Muscatine Heart and Soul engagement model. This model focuses on identifying what residents appreciate about living in Muscatine, what they like about living in their neighborhood, and what opportunities exist to strengthen those connections. 

A key theme that emerged in these community discussions was that residents would like to feel more connected to their neighbors and to feel more engaged with their community. In addition, the 2022 Muscatine Community Survey Results support neighborhood initiatives as a priority. 

While 72 percent of survey respondents stated they would like to feel more connected and engaged with their community, only 33 percent responded that the quality of those connections were excellent or good. The gap between importance and quality suggests that an initiative supporting neighborhood connections will be a good investment of ARPA funds.

Plan Ahead … Grandview intersection to be closed starting June 20

MUSCATINE, Iowa – The Grandview Avenue intersection with Houser and Sampson will be closed to traffic starting Monday (June 20) according to the Department of Public Works. This is the final major intersection of the Grandview Avenue Reconstruction Project with Heuer Construction, Inc., anticipating that two-way traffic on Grandview will be restored by August 1, weather permitting.

The full closure of the intersection will be implemented on Sampson east of the Canadian Pacific Railroad crossing, Houser north of the Mittman intersection, Mittman just south of the intersection with Houser, Grandview 200 feet south of the intersection with Houser-Sampson, and Grandview from the Cheri Top south.

Access to all Grandview Avenue businesses south of the Musser intersection to the Houser-Sampson intersection will be from the intersection with Musser. 

Through traffic coming from the south will be detoured west onto the Highway 61 by-pass to the Hershey exit and then to Mississippi Drive, or east on Dick Drake Way to Stewart Road/Oregon and back to Grandview.

Pavement removal and underground work will begin Monday. Once completed, the section of Grandview will be rocked and prepped for paving. Tentative plans are to have Grandview Avenue completely open for two-way traffic once the new pavement cures, but the Sampson and Houser legs of the intersection will remain closed as they will be reconstructed after Grandview is opened.

The Grandview Avenue Reconstruction Project remains on schedule. Once the roadway is completed, Heuer will complete sidewalks, driveways, and landscaping in each of the two phases. The project is tentatively scheduled to wrap up November 2022.

FULL DEPTH PATCHING BEGINS ON ISETT

Work on the final segment of the 2021-2022 Full Depth Patching program began Friday (June 17) as Heuer Construction, Inc., crews saw cut marked areas of the Isett Avenue pavement from the Heinz pedestrian crossing to Clay Street. 

Removal and replacement of sections of the Isett pavement will begin Monday with traffic reduced to two lanes through the construction area. Drivers are urged to slow down, obey traffic control devices, watch out for construction workers, and plan for extra time when driving through the construction zone. 

Please find alternate routes of travel if possible.

The 2021-2022 Full-Depth Patching Project had a late start due to funding concerns that pushed the bid process into the fall. The $440,800 contract was awarded to Heuer Construction on October 5, 2021, but actual work was delayed until April due to weather and logistic concerns. All work is to be completed by the end of June.

Heuer completed two emergency repairs, on Hershey Avenue and on Liberty Street, and then completed the first section on the 2021-2022 list, 1600 block of Cedar Street before moving to Houser Street and the Frontage Road.

WEST HILL PHASE V 

Work continues on Phase 5A and Phase 5B of the West Hill Sanitary and Storm Sewer Separation Project with 5A work concentrated on Climer street and 5B on the Lucas and West 8th Street intersection. 

Haggerty Earthworks anticipates the Lucas and West 8th Street intersection to remain closed for at least four more weeks as underground work is completed, and Muscatine Power & Water is able to complete electric, communication, and water relocations.

Phase 5A work is making progress toward High Street as Haggerty Earthworks works in short sections to minimize disruption of accessibility to resident homes in the work area.

Section of Grandview Avenue closed to traffic starting March 2

MUSCATINE, Iowa – Grandview Avenue will be closed to traffic from Briers Ditch (north of the entrance to the Rose Bowl) to just south of the Musser Street intersection starting Wednesday, March 2. 

 

The closure will allow the replacement of a culvert at Briers Ditch and additional underground work including the installation of sewer and water main. The closure is expected to last at least three weeks depending on the weather.

 

Access to all businesses located within that area will be maintained, if possible, from either the Musser Street intersection or the Houser Street intersection. Traffic will be detoured at Houser onto Sampson Street to Steward Road/Oregon Street and back to Grandview Avenue. (See DETOUR map).

 

The second year of the two-year Grandview Avenue Reconstruction Project opened on Monday with milling of Grandview Avenue from Houser Street to Musser Street. Drivers are reminded that the milled pavement will be rough. Drivers are urged to slow down and use caution when travelling through the construction zone, and find alternate routes when possible.

Grandview Avenue Reconstruction work resumes on February 28

MUSCATINE, Iowa – Construction activity will return to the Grandview Avenue corridor Monday (Feb. 28) as Heuer Construction begins milling the pavement from Houser to Musser streets, weather permitting.

 

Two-way traffic will be maintained during the milling process, and the roadway will be rough with drivers urged to slow down, use caution when travelling through the construction zone, and find alternate routes when possible. 

 

One of the major construction events for Phase II of the project will be the replacement of a culvert at Briar’s Ditch that will necessitate a full closure of Grandview Avenue from Briar’s Ditch to Musser Street. Traffic will be detoured at Houser to Musser and back to Grandview, or Sampson to Stewart Road/Oregon and back to Grandview during the full closure.

 

The full closure is tentatively planned to begin Wednesday (March 2) and last for approximately three weeks.
