MUSCATINE, Iowa – Grant Street will be closed to through traffic from Washington Street to Park Avenue as Muscatine Power & Water (MPW) installs a fire hydrant at the Grant Street and Park Avenue intersection. The closure begins today (March 29) and will last through the end of the work day on Friday (March 31).
Local traffic will be permitted up to the intersection and access to all businesses will be maintained during the closure. MPW anticipates backfilling and reopening the street by the end of the day on Friday.
An additional closure will be needed as early as next week for finishing repairs to the street including repaving of the work area. A schedule for the finishing work has not been established but will be announced ahead of the work.
Please obey all traffic control signage and be alert for construction workers. Find alternate routes if possible.
MUSCATINE, Iowa – Lucas Street will be closed to all traffic from Green to West 4th Street, including the Green Street intersection, starting Wednesday (March 29) as work begins to prepare this section of Lucas Street for repaving. The West Hill Sanitary and Storm Sewer Separation Project underground work was completed last fall, but the weather did not permit repaving to be accomplished before the winter shutdown.
Local traffic only past the Main Street and West 4th Street intersections.
Northbound through traffic on Lucas will be detoured from West 4th Street onto Cherry Street, to West 5th Street, to Locust Street, and to West 8th Street. Southbound through traffic on Lucas will be detoured on to West 8th Street, to Locust Street, to West 5th Street, and to Cherry Street.
Please obey all traffic control signage and be alert for construction workers. The closure is expected to last 2-3 weeks, weather permitting.
MUSCATINE, Iowa – The intersection of Lucas and Logan streets will be closed to all traffic for approximately three weeks starting Wednesday (March 1) afternoon as Phase 5 of the West Hill Sanitary and Storm Sewer Separation Project progresses. Work is expected to be completed by March 24, weather permitting.
Haggerty Earthworks, LLC, started placing a new sanitary main from Logan to Newell on January 9 and was scheduled to complete that run Tuesday with the installation of the final manhole just south of the intersection with Fletcher Avenue. Once that is completed crews will move down to the Logan-Lucas intersection to begin connecting the new sanitary main to the existing sanitary main. The work will necessitate the complete closure of the intersection.
Residents on Lucas north of the Logan intersection will have access from the Newell end of Lucas Street. Residents on Lucas south of the Logan intersection will have access from West 8th Street. Residents on Logan will have access from Climer Street.
DETOUR – Northbound traffic on Lucas will be detoured on to West 8th Street, to Broadway, to Newell, and back to Lucas Street. Southbound traffic on Lucas will be detoured on to Newell, to Broadway, to West 8th Street, and back to Lucas Street.
NEXT STEP – Once the work in the Lucas-Logan intersection is completed, Haggerty Earthworks LLC will be moving to the Logan-Climer intersection. The final major segment of Phase 5 is Climer Street from Logan to Lucas with both water main and sanitary storm sewer separation work to be completed.
Pavement restoration will begin as the weather permits including the completed sections on Lucas from Green to West 4th streets, and on Lucas from Logan to Newell. Once the construction season begins in earnest, pavement restoration will follow the completion of underground work.

MUSCATINE, Iowa – Lucas Street will be reduced to one lane of traffic from Newell to Logan starting Monday, Jan. 9, 2023, as Phase 5 work on the West Hill Sanitary and Storm Sewer Separation Project (WHSSSP) resumes.
Underground sewer replacement work resumes next week with the westbound lane closed at Logan and at Newell. Westbound traffic will be detoured onto Logan, to Newell, and back to Lucas. Eastbound traffic will not be affected by the lane closure.
While work resumes on Phase 5, Department of Public Works staff and Stanley Consultants are wrapping up preparation for Phase 6. A public meeting will be held on Tuesday, Jan. 10, to introduce Phase 6A of the WHSSSP. The meeting will be an open house format and held from 5-7 p.m. on Tuesday, Jan. 10, in the City Council Chambers at Muscatine City Hall.
The meeting is specifically for residents directly affected by the project and to answer any questions they may have regarding their easement agreements. The general public is also welcomed to attend.
Residents on Sycamore Street from East 8th Street to West Fulliam and those on West Fulliam from Sycamore Street to just west of Nelson Drive will be mostly affected by Phase 6A along with some residents on 9th, 10th, and 11th streets between Sycamore Street and Iowa Avenue.

Needham Excavating has completed installation of sewer and water connections for the Muscatine Community School District Centralized Kitchen that is currently under construction, and is now preparing the section for repaving.
The current forecast indicates that the next available day to pour concrete will be January 9, which means that the section could be reopened to traffic at the end of the day on January 13. That schedule is depending on the weather, however.
Westbound traffic on Lucas is currently detoured north on Houser and then west on Cedar. Eastbound traffic on Lucas is detoured south on the U.S. 61 Bypass to Hershey then east to Houser.

MUSCATINE, Iowa – The traffic signal at the Grandview-Oregon/Warren intersection is now in full operation mode according to Muscatine Power and Water (MPW) who maintains the traffic signals in Muscatine.
The traffic signal had been in flashing red mode for the past several months as work on the Grandview Avenue Reconstruction Project continued. After the intersection was striped, MPW began working to install the timing system for the signals. The timing system has been installed and tested with today’s (Dec. 16) activation culminating the effort to return the intersection to normal operation.
Drivers are advised to pay attention and obey the traffic signals as they are now in full operation.
MUSCATINE, Iowa – A portion of 2nd Street in Downtown Muscatine will be closed to vehicular traffic from 12-9 p.m. on Friday, Dec. 2, for the annual Jingle & Mingle (formerly Holiday Stroll) event. East 2nd Street will be closed at the Mulberry Roundabout and West 2nd Street will be closed at the Pine Street intersection.
Intersecting side-streets (Walnut, Cedar, Sycamore, Iowa, and Chestnut) will be closed at the #1 alley (between Mississippi Drive and 2nd Street), and at the #2 alley (between 3rd and 2nd streets).
No parking will be allowed in the closed section starting at noon on Friday, Dec. 2. Access to all businesses will be maintained with parking available in Riverside Park, city parking lots, and on city streets north of the closed section.
Drivers should use Mississippi Drive or 3rd Street to detour around the street closure.
MUSCATINE, Iowa – The 200 block of West 2nd Street will be closed to traffic from noon Friday (Oct. 7) through noon Sunday (Oct. 9) for “Rockin’ On 2nd”. A stage will be set up near the Pearl City Chiropractic Building. Access to the Pine Street parking lot will be restricted or unavailable over the weekend.
The same block will be closed to traffic from noon Saturday, October 15, to noon on Sunday, October 16, for the “Couture & Canines Runway Show”. The event will be held from 7:30-8:30 p.m. with additional activities also planned.
Please use caution during these times and find alternate routes if possible. Additional parking is available in Riverside Park. Access to all businesses will be available.
MUSCATINE, Iowa – Park Avenue will remain closed to traffic through Thursday (Sept. 1) following a water main break in the 1500 block of Park Avenue, between Washington and Jefferson streets, last Wednesday (August 24). Muscatine Power & Water (MPW) were able to repair the break Wednesday.
The Iowa Department of Transportation (DOT) and the City of Muscatine requested the block remain closed to traffic as damage to the pavement underlayment is repaired. A detour remains in effect using Grant Street on the east and University Avenue on the west to navigate around the closure.
LUCAS AND MAIN INTERSECTION CLOSED
Underground sewer installation as part of the West Hill Sanitary & Storm Sewer Separation Project Phase 5 has moved through the Lucas and Main streets intersection. Hagerty Earthworks, Inc., the prime contractor for Phase 5, has closed the intersection to traffic and established a detour for traffic coming up Main Street using George Street to Green Street and back to Lucas.
Lucas Street remains closed from west of the West 8th Street intersection through the Bush Street intersection. Underground work in that section has been completed and the roadway prepped for paving. The contractor anticipates paving to being on Wednesday depending on the weather. That section of the project could be reopened to traffic the first week of September if the weather cooperates.
Lucas Street also remains closed east of the West 8th Street intersection as underground sewer replacement continues toward Green Street. Limited access is allowed east and south of the Main Street intersection with limited parking.
The 700 block of Climer Street will be closed to all traffic beginning Monday as pavement restoration begins from the alley at 700 Climer to just past the High Street intersection. No parking signs were put out Friday morning ahead of the reconstruction work.
Logan Street is closed from Lucas to the alley in the mid-1100 block with limited access from the alley to Climer Street. Sewer work is proceeding on Logan from Lucas toward Climer. Once completed the block will be prepped for pavement replacement and underground work in the 800 and 900 blocks of Climer will begin.
Pavement replacement is wrapping up in the 700 block of Climer and the High Street intersection. Both will be opened to local traffic only once all driveways and sidewalks are completed.
GRANDVIEW WORK CONTINUES
The Houser Street leg of the Grandview Avenue intersection has been reopened to traffic but the intersection will be a three-way stop through the remainder of the Grandview Avenue project. Work on prepping the Sampson leg of the intersection is currently underway.
Heuer Construction plans to continue work on sidewalks and driveways from Franklin Street south toward Houser in addition to completing the Sampson leg of the Grandview Avenue intersection.
Grandview Avenue is now open to two-way traffic. Drivers are reminded that Grandview from Main Street through the Houser intersection remains active construction zone with some lane restrictions as work continues. Please proceed with caution, slow down, and watch for construction workers. Speed limit is 25-mph and fines are doubled in construction zones.

Temporary stop signs were installed Friday after Heuer Construction, Inc., crews finished cleaning and sealing the intersection. The Mittman connection with Houser was opened Thursday.
Heuer Construction plans on continuing work on sidewalks and driveways from Franklin Street south toward Houser. The Sampson leg of the Grandview Avenue intersection is expected to be completed in mid- to late-September after all underground work is completed.
Drivers are reminded that there is a 25 mph speed limit and fines are doubled in the construction zone. Please be alert for construction workers and pay attention to traffic control devices.
WEST HILL PROJECT
Logan Street is closed to through traffic between Lucas and Climer streets with the contractor currently installing sewer from the alley toward Lucas. Once that section is completed, the contractor will place a temporary surface on the completed work and begin underground work from the alley towards Climer.
Local traffic will be permitted on Logan as the underground work is being completed. Once the underground work has been accomplished, the block of Logan will be prepped for paving and repaved.
Repaving Climer Street from the 700 block to High Street has been completed but the street will remain closed until sidewalk, driveways, and boxouts have been completed. Climer will be open to local traffic only once that is completed with the street closed at the High Street intersection.
Underground work on Climer from High to Logan will resume once work on Logan between Lucas and Climer has been completed. Advance notification will be given when this section of Climer is closed to traffic.
Lucas Street remains closed to traffic from Busch to West 8th as the contractor prepares this section of Lucas for repaving, which is scheduled for the week of August 22 depending on the weather.
Project work moving east on Lucas Street from the West 8th Street intersection continues with sanitary sewer pipe installed from West 8th up to the curve where Lucas becomes West 4th Street. Progressive closures of Lucas Street will occur moving to the east including the Main Street intersection.
There will be limited access available with this section of Lucas reduced to one lane where the underground work is being completed. A temporary driving surface will be provided behind the underground work once the contractor determines it is safe to do so. Driveways along the work area will be inaccessible while the sewer is being installed, but the contractor will attempt to restore driveway access as quickly as possible with a temporary driving surface.
MUSCATINE, Iowa – Logan Street will be closed to through traffic between Lucas and Climer streets starting Monday (Aug. 15) according to the Department of Public Works.
West Hill Sanitary & Storm Sewer Separation Project (WHSSSSP) work has moved west out of the ravine through the alley that ends at Logan Street. The contractor is now ready to begin work on Logan Street with the stretch from the alley toward Lucas accomplished first. The section between the alley and Climer will follow.
During the winter new sanitary sewer pipe was placed in the ravine from High Street toward the intersection of the east/west and the north/south portions of the alleys connecting Climer and Logan. Ravine work resumed Tuesday and has been completed up to Logan Street. Access to driveways in the alleys are being temporarily restored with a rock surface until paving portions of the alley can be completed.
Local traffic will be permitted on Logan as the underground work is being completed. Once the underground work has been accomplished, the block of Logan will be prepped for paving and repaved.
Repaving Climer Street from the 700 block to High Street started Wednesday with curb and gutter on both sides of the street. The driving lanes were being poured on Friday but work was halted due to the brief rain shower over the noon hour. Climer will be opened to traffic, at least temporarily, next week but the exact day is dependent on the weather. Once opened, however, there will be some lane restrictions as work on sidewalks and driveways is completed.
Underground work on Climer from High to Logan will resume once work on Logan between Lucas and Climer has been completed. Advance notification will be given when this section of Climer is closed to traffic.

A temporary driving surface will be provided behind the underground work once the contractor determines it is safe to do so. Project work near Logan Street will move west out of the ravine through the alley that goes toward Logan Street this week. During the winter new sanitary sewer pipe was placed from High Street toward the intersection of the east/west and the north/south portions of those alleys.
Ravine work began Tuesday and is expected to be into the alley intersection by Wednesday morning at which point all access to the alley up to Logan will be closed. As soon as the sewer is run up to Logan Street, access to driveways in the alleys will be restored. Eventually that portion of the alley will be paved but a rock surface will be placed as quickly as possible when the work in the alley is complete for access to the driveways.

Haggerty Earthworks, Inc., indicated that the block will be prepped for paving on Monday and Tuesday with curb and gutter poured on both sides Wednesday and the driving lanes on Thursday, weather permitting. The tentative schedule calls for the block to reopen on August 15. Some lane restrictions may be implemented as the contractor completes driveway and sidewalk replacement.
The underground crew on Climer will be moving to the ravine between High Street and Logan to complete that section of sewer separation. Logan Street is tentatively scheduled to be closed to traffic on August 15 as underground work begins from Lucas to Climer. Area residents will be notified of the exact date of the street closure and the contractor will work with residents on access to their residences.
Meanwhile a second underground crew is wrapping up work at the Bush intersection on Lucas Street. That work is tentatively scheduled to be completed August 9, weather permitting. That crew will then move to the other side of West 8th Street and begin the sewer separation work toward Green Street.
Paving of Lucas from West 8th to Busch is tentatively scheduled to begin after the competition of the 700 block of Climer Street depending on the weather and other unforeseen circumstances.
Busch Street Detour – In order to maintain access to the residents of Busch Street, the City of Muscatine obtained permission from the owner of property located at the end of Greenwood Drive to use that private property to construct a connector path from the alley behind Busch Street to the end of Greenwood Drive. The path has been completed but is open to local traffic only.
Using the route from Lucas down Greenwood Drive to the connector to the alley and to Busch provides access to all the homes on Busch during the Lucas intersection closure. Once the Busch-Lucas intersection is reopened, the temporary access road will be removed and reseeded to return it to its original condition.
Since the temporary access area runs next to a ravine, there have been problems in the past with people using that area to dump trash and other materials. If any such activity is witnessed during this period of use to access Busch Street please notify the Police Department.
GRANDVIEW WORK CONTINUES
Grandview Avenue is now open to two-way traffic. Drivers are reminded that Grandview from Main Street through the Houser intersection remains active construction zone with some lane restrictions as work continues. The Sampson leg of the intersection will remain closed as underground work continues between Grandview Avenue to the Canadian Pacific Railroad crossing.
Heuer Construction, Inc., will resume work on sidewalks and driveways in Phase 1 of the Grandview Project after Houser is completed, and continue working on sidewalks and driveways in Phase 2 until the Sampson intersection is ready for paving.

MUSCATINE, Iowa – The 500 block of Leroy Street will be closed to thru traffic starting Monday, July 18, to replace a private sewer connection at 500 Leroy Street. The closure is expected to last until Monday, July 27.
Rivo, Inc., is planning on replacing the entire sewer line at 500 Leroy Street from the house to the sewer main due to a needed repair on the Orangeburg sewer line. The sewer main is located in the middle of Leroy Street.
To safely work on the sewer line repair, Leroy Street will need to be closed to all traffic from Mulberry Avenue to the alley in the 500 block of Leroy Street.
Local traffic to residences on Plover Street, Marquette Street, Amherst Avenue, and Orange Street will be permitted to use Leroy Street west of the intersection with Barry Avenue. There will be no access from Mulberry Avenue. Rivo will maintain access to all driveways in the 500 block except to the driveway at 500 Leroy Street.
Through traffic for Mulberry to Leroy will be detoured to Barry Avenue during the road closure.
The closure was approved by the Muscatine City Council on July 7, 2022.

Lucas Street will continue to be closed at the West 8th intersection as underground work continues toward Busch Street and will begin soon heading toward Green Street.
Underground work on Climer Street is making progress toward High Street as Haggerty Earthworks works in short sections to minimize disruption of accessibility to resident homes in the work area. Once the contractor completes work through the High Street intersection, underground operations will move to Logan while Climer is repaved from High to West 8th.
GRANDVIEW AVENUE
The Grandview Avenue intersection with Houser and Sampson remains closed to traffic with most underground work crossing Grandview completed. This is the final major intersection of the Grandview Avenue Reconstruction Project with Heuer Construction, Inc., anticipating that two-way traffic on Grandview will be restored by August 1, weather permitting.
The full closure of the intersection will be implemented on Sampson east of the Canadian Pacific Railroad crossing, Houser north of the Mittman intersection, Mittman just south of the intersection with Houser, Grandview 200 feet south of the intersection with Houser-Sampson, and Grandview from the Cheri Top south.
Access to all Grandview Avenue businesses south of the Musser intersection to the Houser-Sampson intersection will be from the intersection with Musser.
Through traffic coming from the south will be detoured west onto the Highway 61 by-pass to the Hershey exit and then to Mississippi Drive, or east on Dick Drake Way to Stewart Road/Oregon and back to Grandview.
The final section of Grandview will be rocked and prepped for paving starting Monday (July 11). Tentative plans are to have Grandview Avenue completely open for two-way traffic once the new pavement cures, but the Sampson and Houser legs of the intersection will remain closed as they will be reconstructed after Grandview is opened.
The Grandview Avenue Reconstruction Project remains on schedule. Once the roadway is completed, Heuer will complete sidewalks, driveways, and landscaping in each of the two phases. The project is tentatively scheduled to wrap up November 2022.
FULL DEPTH PATCHING BEGINS ON ISETT
Removal and replacement of sections of the Isett Avenue pavement continue as the final segment of the 2021-2022 Full Depth Patching program. Heuer Construction, Inc., are repairing areas of the Isett Avenue pavement from the Heinz pedestrian crossing to Clay Street.
Drivers are urged to slow down, obey traffic control devices, watch out for construction workers, and plan for extra time when driving through the construction zone. Please find alternate routes of travel if possible.

MUSCATINE, Iowa – The intersection of Iowa Avenue and 3rd Street will be closed to traffic starting Wednesday (June 29) for street repairs. The intersection will be closed at least through the end of the day on Friday (July 1), weather permitting, or Saturday (July 2).
Iowa Avenue traffic will be detoured at 4th and 2nd streets to either 4th Street or Mississippi Drive and then to either Sycamore or Chestnut streets. Traffic on 3rd Street will be able to use Sycamore and Chestnut streets to either Mississippi Drive, 2nd Street, or 4th Street to bypass the closure.

MUSCATINE, Iowa – Bond Street will be closed to all traffic starting at 7 a.m. Thursday (May 5) for sewer work in conjunction with the Taylor Park Improvement Project. All-American Concrete, the prime contractor for the work, will close the section of Bond Street between Taylor Park and the Muscatine Slough (from Angle Street to the residences in the 400 block of Bond Street) for approximately eight days.
The underground and pavement restoration work is tentatively scheduled to be completed by the end of the day on Friday, May 13. A detour route around the construction site will be posted using Schiller Street on the north, Taylor/Franklin on the east, and Evans Street on the south. The duration of the closure is weather dependent.
Access to Pete’s Tap and to the residences in the 400 block of Bond Street will be maintained. Taylor Park is currently closed to the public as is the recreational trail from Franklin to Bond streets.
Drivers are urged to slow down, use caution around construction zones, and find alternate routes if possible.
MUSCATINE, Iowa – Traffic restrictions will be implemented Monday (April 11) as Haggerty Earthworks, LLC, begins sewer construction on Climer Street. Local traffic only will be permitted in the 600 and 700 blocks of Climer (West 8th to High streets) with the contractor working with residents on access to their driveways as construction progresses.
Resident will be notified in advance when the 600 and 700 blocks of Climer are closed to all traffic for pavement restoration. Traffic restrictions and street closures will shift as the work moves toward Logan and then from Logan to Lucas on Climer.
West 8th is currently closed to most traffic from Broadway to Main Street with local traffic only permitted. The intersection of West 8th and Lucas is currently closed to all traffic as sewer construction will take place for the next four- to six-weeks. Once the intersection is completed, West 8th will be opened but Lucas will remain closed from West 8th to Busch for sewer work and pavement restoration.
MUSCATINE, Iowa – The intersection of West 8th and Lucas streets will be closed to all traffic beginning Monday (April 4) as part of Phase 5 of the West Hill Sanitary and Storm Sewer Separation Project. The full closure will last approximately six weeks depending on the weather.
Limited access will be permitted on Lucas Street from Main Street on the east side of the intersection and from Busch Street on the west side. Limited access will also be permitted on West 8th Street from Broadway to the Lucas Street intersection and from Main Street to the Lucas Street intersection. The Whicher intersection will remain open.
In addition to the work at the Lucas and West 8th intersection, general contractor Haggerty Earthworks, LLC, plans to close Climer Street from West 8th to High starting on Wednesday (April 6). Local traffic only will be permitted as sanitary and storm sewer separation work begins on this segment of Phase 5.
The contractor anticipates keeping all driveways accessible for residents for as much as possible from Busch to Main on Lucas and from West 8th to High on Climer. Periodic closures will occur as underground work progresses. Full closures will occur during the removal and replacement of the pavement from curb to curb. Residents will be notified in advance of the full closures.
Sewer project work on Lucas Street in 2022 will focus on the area from Busch Street to the curve in Lucas Street just past Green Street and include the 900, 1300, 1400, and 1500 bl;ocks of Lucas.
Sewer project work on Climer Street in 2022 will begin in the 700 block of Climer and move toward the Lucas Street intersection.
FULL DEPTH PATCHING CONTINUES
The two emergency repairs, on Hershey and Liberty, that are part of the 2022 Full Depth Patching Program are nearly complete but lane restrictions may continue into next week as concrete replacement continues. Liberty has been used as a detour during the Grandview Avenue reconstruction and the higher-than-normal traffic created buckles in the roadway.
Once the emergency repairs are completed, Heuer Construction, Inc., will move to 1608 Cedar Street (near the intersection with Parham).
Also included as part of the 2022 contract is Isett Avenue (Bidwell Road to the Heinz pedestrian entrance), Houser Street (Fulliam Avenue to Dawson Street), Stewart Road (Oregon Avenue to Wallace Street), Robin Road (Sunrise Circle east to end of the concrete), Frontage Road (Cleveland Street to Ford Avenue), and Devitt Avenue (Ridgewood Avenue to Pinefield Street). Additional emergency repairs may be added if time and money remain in the contract.
Additional traffic notes:
Heuer Construction, Inc., has closed one outside lane of Park Avenue from Washington to the Mad Creek Bridge on East 2nd Street to work on the Iowa DOT punch list for the Park Avenue 4-to-3 Lane Conversion Project that was substantially completed last fall.
Musser Street is closed from the intersection with Wisconsin and Baker to the Grandview intersection as the east side of the Musser-Grandview intersection is reconstructed as part of the Grandview Avenue Reconstruction Project.
Traffic restrictions continue on Grandview Avenue from Houser to Musser streets as underground work and pavement removal continue. The contractor maintains customer and delivery access to all businesses as Phase II of the Grandview Avenue Reconstruction Project continues.
Drivers are reminded to slow down and use caution when travelling through the construction zone, obey traffic control devices, and be aware of workers. Use an alternate route if possible.

Local traffic to residences on Plover Street, Marquette Street, Amherst Avenue, and Orange Street will be permitted to use Leroy Street west of the intersection with Barry Avenue. There will be no access from Mulberry Avenue. Rivo will maintain access to all driveways in the 500 block except to the driveway at 500 Leroy Street.
