American Duchess to make stop in Muscatine tonight (July 26)

MUSCATINE, Iowa – An unusual event will occur this evening on the Muscatine riverfront but it could be a preview of what is to come as the American Duchess will make a trial port stop in Muscatine. The cruise ship will be stopping for the port trial in front of the Pearl City Station in Riverside Park between 7:30 and 9:30 p.m.

The exact time will be determined by the traffic on the river and the river itself.

“We encourage everyone to come out and welcome the American Duchess to Muscatine,” Brad Bark, Mayor of Muscatine, said. “This is something that we have worked a long time for and we are confident that the test will be successful and Muscatine will be added to the list of stops for these river cruises.”

The cruise ship will be in Muscatine for about a half-hour before returning to cruising the Mississippi River.

If successful, Muscatine could be added to future stops for the Duchess or one of her sister ships owned by the American Queen Steamboat Company.

On August 14, 2017 the American Duchess was christened with a bottle of bourbon at the waterfront in New Orleans. The Duchess features some of the largest accommodations on the river, with rooms ranging from 150-630 square feet. She holds up to 166 guests.

Before she became the American Duchess, she was originally designed and built for Isle of Capri Casinos and harbored in Bettendorf Iowa. On October 16, 2016, Bettendorf locals gathered on the levee to bid their farewell to the 21-year-old casino boat. They watched her pull off the river bank, free at last! Sailing to follow her dreams.

Light agenda for Muscatine City Council on Thursday

MUSCATINE, Iowa – The Muscatine City Council will conduct two public hearings and vote on six action items in a rather light agenda for the final meeting of July when the Council meets in regular session Thursday (July 21 in the Council Chambers at Muscatine City Hall, 215 Sycamore Street, Muscatine, Iowa.

A virtual meeting will be held in conjunction with the in-person meeting for those who want to view the proceedings or make a comment but do not feel comfortable in attending in person. Details for joining that meeting are listed below.

One of the highlights for Thursday’s meeting will be the proclamation of Friday, July 22, as MuscaBus Driver Appreciation Day by Muscatine Mayor Brad Bark. The Mayor will also recognize Bill McCracken who was named the 2022 MuscaBus Driver of the Year.

The first public hearing concerns the Development Agreement with Kent Corporation for the former McKee Button Factory Building renovation. The agreement will come before the Council for approval in August. The second public hearing is on the plans, specifications, form of contract, and cost estimate for the proposed Transit Wash Bay Project. The project is funded by federal and local funds, and will be voted on later in the meeting.

The Council will also be asked to approve the declaration of an ambulance as surplus and authorize its donation to Ukraine in servicing the citizens during the war with Russia. This will be the third ambulance donated by Muscatine with the first two now on board a ship heading to Ukraine.

Hovercraft return to Muscatines’ riverfront this week

MUSCATINE, Iowa – A flotilla of hovercraft will be on the Mississippi River and on the Muscatine riverfront this weekend as the Hoverclub of America conducts Hoverally 2022 in Riverside Park.

The old boat launch located on the downstream end of Riverside Park will be closed to public use Thursday, July 21, through Sunday, July 24. Parking will also be restricted in the area of the old boat launch but a lane will be kept open for access to the parking lot near the basketball courts.

Those who plan on attending the “Almost Friday Fest” event from 5-8 p.m. on Thursday are reminded that parking will be unavailable south of the Iowa Avenue entrance to Riverside Park.

Please be patient and enjoy all the activities and amenities available on the Muscatine riverfront, in Riverside Park, and across all City of Muscatine parks and recreational opportunities.

Block of Leroy to be closed one week for sewer repair

MUSCATINE, Iowa – The 500 block of Leroy Street will be closed to thru traffic starting Monday, July 18, to replace a private sewer connection at 500 Leroy Street. The closure is expected to last until Monday, July 27.

Rivo, Inc., is planning on replacing the entire sewer line at 500 Leroy Street from the house to the sewer main due to a needed repair on the Orangeburg sewer line. The sewer main is located in the middle of Leroy Street.

To safely work on the sewer line repair, Leroy Street will need to be closed to all traffic from Mulberry Avenue to the alley in the 500 block of Leroy Street.

Local traffic to residences on Plover Street, Marquette Street, Amherst Avenue, and Orange Street will be permitted to use Leroy Street west of the intersection with Barry Avenue. There will be no access from Mulberry Avenue. Rivo will maintain access to all driveways in the 500 block except to the driveway at 500 Leroy Street.

Through traffic for Mulberry to Leroy will be detoured to Barry Avenue during the road closure.

The closure was approved by the Muscatine City Council on July 7, 2022.

New job search, application process is implemented

MUSCATINE, Iowa – The City of Muscatine has implemented new applicant tracking software that will make it easier for individuals to search for and to apply for City employment. Gone are the days of visiting City Hall to pick up a paper application or downloading a PDF (portable document format) application from the website, filling it out, and returning the application to City Hall. The application process is now 100 percent online.

Job seekers can see a list of available positions and how to apply by clicking on the “Employment” button on the homepage of the City of Muscatine website (located in the upper left side of the main screen).

The Career Center will open in a new window and job seekers can view the list of current full-time, part-time, and seasonal opportunities by clicking on “available positions”. Search the list and click on the title to see the job description. Interested candidates can then click on the green “apply” button to begin the application process.

Potential applicants must register before applying by creating a profile. You only need to register once and can edit your profile at any time. Applicants can track the status of his or her application through their profile. Once registered you will also be able to sign up for email notification(s) of job openings in specific departments through the Talent Network.

For those who do not have access to a computer, the Department of Human Resources at Muscatine City Hall will have paper applications available for the job seeker to fill out. Human Resources staff is available 8 a.m. to 5 p.m. Monday through Friday to answer questions or to help in the online or paper process. Contact Human Resources at 563-264-1550.

Community Services Officer – Code Enforcement

The City of Muscatine is seeking a Community Services Officer (Code Enforcement) who will perform specialized technical and professional inspection work related to enforcement of adopted housing regulations and City Code. Work consists of inspections of businesses and residential properties to assure compliance with applicable regulations; communication of inspection results and required corrective actions to property owners; and coordination of abatement activities.

Ambulance Technician

The Muscatine Fire Department is taking applications for an Ambulance Technician. Work involves the performance of emergency and non-emergency medical duties in line with departmental operations as well as maintenance of all medical equipment and building and grounds. Musser Public Library and HNI Community Center has an opening for an Assistant Library Director. Refuse Truck Driver

The Solid Waste Division of the Department of Public Works is taking applications for a Refuse truck Driver. This is manual and semiskilled work in the operation of a refuse collection packer truck. Work involves responsibility for operation of a refuse collection packer truck. Work requires that employees of this class follow established routes and maintain collection schedules. Emphasis of the work is upon operating the packer truck although on assigned routes employees of this class also collect and load refuse into the packer.

Muscatine Municipal Golf Course opportunities

Clubhouse Supervisor – works in the clubhouse pro shop assisting customers with tee times, equipment rental, and pro shop purchases.
Outside Services – responsible for collecting golf balls on the driving range, and assisting patrons with outside service needs.
Food and Beverage – provides customer service to patrons at the golf course concession area. Ability to provide excellent customer service, and accurately handle orders and cash is required.

Council to hear on CIP, Snow Ordinance, Grandview Grants

MUSCATINE, Iowa – The Muscatine City Council will hear three presentations from staff Thursday (July 14) during the Council’s In-Depth session in the Council Chambers at Muscatine City Hall, 215 Sycamore Street, Muscatine, Iowa.

Capital Improvement Plan 2022-2026 Draft

Muscatine City Planner April Limburg will provide the Council with an overview of the working draft for the 2022-2026 City of Muscatine Capital Improvement Plan (CIP) that has been developed over the last two months by City staff. The CIP is the planning, coordination, and scheduling of public physical improvements for a community over a period of years. A five-year CIP is required of Iowa cities by state law.

Projects in the plan were submitted by the various City departments and include any major non-recurring expenditure, or any expenditure for physical facilities in excess of $25,000. All submitted projects are included in the initial draft with a scoring mechanism used to assist in prioritizing each proposal.

Among the notable new projects in the draft CIP are the Fulliam Corridor Replacement, Isett Avenue Corridor Replacement, Houser Street Corridor Replacement, Papoose Station Generator and Public Restrooms, and a Synthetic Field with an Inflatable Dome.

The Council will review the CIP, add or remove projects from the five-year plan, and then approve the CIP to be used as a legislative and management tool to facilitate the scheduling, planning, and execution of a series of public improvement projects. Snow Emergency Ordinance

Public Works Director Brian Stineman will then present on the proposed changes to the current Snow Emergency Ordinance in City Code. The goal of the changes is to provide of more easily understood policy for citizens and staff.

The current ordinance, implemented in 2013, is the alternate side of street parking policy that, when implemented, requires vehicles to be parked on the even or odd side of the street depending on the calendar date. Through feedback from staff and citizens, the City has determined that the ordinance, as written, is difficult to understand, difficult to comply with, and difficult to enforce.

City staff is proposing amending the current Snow Emergency Ordinance, returning to the snow emergency routes identified in the Public Works Snow Removal Plan, and purchasing and placing Snow Emergency Route signs. At such time as a snow emergency is declared, vehicles will need to be removed from the posted routes.

Grandview Neighborhood Grant Program

The final presentation will be provided by Community Development Director Jodi Royal-Goodwin on the proposed Grandview Neighborhood Grant Program that will be offered in two tiers. The first tier will focus on promoting positive neighborhood activities and funding small scale neighborhood projects through mini-grants of up to $1,000. The second tier will fund larger scale neighborhood improvements by providing financial assistance through grants of up to $10,000. The proposed grants will be funded with American Rescue Plan Act (ARPA) dollars allocated to neighborhood revitalization.

The program is a part of the Grandview Corridor Revitalization Project that was launched in March 2021 with the goal of improving neighborhoods and enhancing Muscatine’s southern gateway. Five pillars were identified as part of the project including Economic Development, Business Support, Recreational Amenities, and Residential Support. Using Muscatine’s Heart and Soul engagement model and results from the 2022 Muscatine Community Survey, three key themes were developed and used to create the grant program. Those themes include grant program categories, varied grant amounts, and common eligibility requirements.

Free drop off week(s) for tires, electronics starts July 18

MUSCATINE, Iowa – Residents will be able to drop off their unwanted tires and electronics without a fee at the Muscatine Transfer Station starting next week according to David Popp, Solid Waste Division Manager for the City of Muscatine. However, certain restrictions do apply.

The free drop off week dates were approved by the Muscatine City Council on June 2.

Residents who have City of Muscatine refuse service will be able to bring unwanted electronics and tires to the Muscatine Transfer Station, 1000 South Houser Street, and drop them off without paying a fee but there are stipulations.

Tires will be accepted for free (up to four tires off the rim per residence) from July 18-23. Electronics will be accepted for free (up to three per residence) from July 25-30. Proof of residency (driver’s license) is required to participate in the free drop off week(s).

Please note that electronics and tires are accepted at the Transfer Station year-round for a fee. (See RATE AND FEE SCHEDULE).

Curbside Collection of Bulky Waste

Electronics and tires are not normally included in the free curbside bulky waste collection program conducted by the City of Muscatine Solid Waste Division. However, tires and electronics can be included if a fee is paid in advance of the scheduled collection day. Restrictions do apply, however, so please check out the Curbside Bulky Waste Collection website for more information.

Residents who are City of Muscatine refuse collection clients also have the opportunity to dispose of unwanted appliances either through a curbside bulky waste collection (two free per year). There is a fee to bring the appliances to the Transfer Station or to have the item(s) picked up curbside after the two free items.

Items that require a payment before curbside collection must be paid for and scheduled prior to the collection. Payments can be made at the Muscatine Transfer Station, 100 S. Houser Street, Muscatine City Hall Finance Department, 215 Sycamore Street, or the Department of Public Works, 1459 Washington Street.

All fees are collected at the Muscatine Transfer Station for items brought to the Muscatine Transfer Station once the items have been taken to the tipping floor.

The Transfer Station is open 7:00 a.m. to 3:15 p.m. Monday through Friday and 8:00 a.m. to 11:45 a.m. on Saturday.

Construction Update: Busch-Lucas intersection to close July 11

MUSCATINE, Iowa – The intersection of Busch and Lucas streets will be closed to traffic starting Monday (July 11) as part of Phase 5 of the West Hill Sanitary and Storm Sewer Separation Project according to officials at the Department of Public Works. It is anticipated that the closure will last six weeks.

In order to maintain access to the residents of Busch Street, the City of Muscatine obtained permission from the owner of property located at the end of Greenwood Drive to use that private property to construct a connector path from the alley behind Busch Street to the end of Greenwood Drive. The path has been completed but is open to local traffic only.

Using the route from Lucas down Greenwood Drive to the connector to the alley and to Busch provides access to all the homes on Busch during the Lucas intersection closure. Once the Busch-Lucas intersection is reopened, the temporary access road will be removed and reseeded to return it to its original condition.

Since the temporary access area runs next to a ravine, there have been problems in the past with people using that area to dump trash and other materials. If ay such activity is witnessed during this period of use to access Busch Street please notify the Police Department.

Work on repaving the West 8th and Lucas intersection will also resume next week following the completion of underground work by Muscatine Power & Water. Repaving is also expected for the Climer Alley. The paving is expected to take two weeks, weather permitting. Once completed, West 8th Street will be completely open.

Lucas Street will continue to be closed at the West 8th intersection as underground work continues toward Busch Street and will begin soon heading toward Green Street.

Underground work on Climer Street is making progress toward High Street as Haggerty Earthworks works in short sections to minimize disruption of accessibility to resident homes in the work area. Once the contractor completes work through the High Street intersection, underground operations will move to Logan while Climer is repaved from High to West 8th.

GRANDVIEW AVENUE

The Grandview Avenue intersection with Houser and Sampson remains closed to traffic with most underground work crossing Grandview completed. This is the final major intersection of the Grandview Avenue Reconstruction Project with Heuer Construction, Inc., anticipating that two-way traffic on Grandview will be restored by August 1, weather permitting.

The full closure of the intersection will be implemented on Sampson east of the Canadian Pacific Railroad crossing, Houser north of the Mittman intersection, Mittman just south of the intersection with Houser, Grandview 200 feet south of the intersection with Houser-Sampson, and Grandview from the Cheri Top south.

Access to all Grandview Avenue businesses south of the Musser intersection to the Houser-Sampson intersection will be from the intersection with Musser.

Through traffic coming from the south will be detoured west onto the Highway 61 by-pass to the Hershey exit and then to Mississippi Drive, or east on Dick Drake Way to Stewart Road/Oregon and back to Grandview.

The final section of Grandview will be rocked and prepped for paving starting Monday (July 11). Tentative plans are to have Grandview Avenue completely open for two-way traffic once the new pavement cures, but the Sampson and Houser legs of the intersection will remain closed as they will be reconstructed after Grandview is opened.

The Grandview Avenue Reconstruction Project remains on schedule. Once the roadway is completed, Heuer will complete sidewalks, driveways, and landscaping in each of the two phases. The project is tentatively scheduled to wrap up November 2022.

FULL DEPTH PATCHING BEGINS ON ISETT

Removal and replacement of sections of the Isett Avenue pavement continue as the final segment of the 2021-2022 Full Depth Patching program. Heuer Construction, Inc., are repairing areas of the Isett Avenue pavement from the Heinz pedestrian crossing to Clay Street.

Drivers are urged to slow down, obey traffic control devices, watch out for construction workers, and plan for extra time when driving through the construction zone. Please find alternate routes of travel if possible.

The City of Muscatine and the Iowa DOT reminds motorists to drive with caution, obey the posted speed limit and other signs in the work area, and be aware that traffic fines for moving violations are at least double in work zones. As in all work zones, drivers should stay alert, allow ample space between vehicles, wear seat belts, and be aware of construction workers. Use an alternate route if possible.

Two public hearings are on July 7 Council agenda

MUSCATINE, Iowa – Two individuals will be sworn into service as members of the Muscatine Fire Department while a Muscatine Police officer will be presented the Lifesaving Award during the Thursday (July 7) Muscatine City Council meeting. The meeting is scheduled to start at 7 p.m. in the Council Chambers at Muscatine City Hall, 215 Sycamore Street, Muscatine, Iowa.

City of Muscatine Mayor Brad Bark will lead Joe Colon and Mike Fleming as they recite and affirm their oath of office as a member of the Muscatine Fire Department. Mayor Bark will also present the Lifesaving Award to Lt. Jeff Jirak of the Muscatine Police Department later in the meeting.

Two public hearings are on the agenda for Thursday. The first public hearing concerns the plans, specifications, form of contract, and cost estimates for the proposed 67th Avenue Sidewalk Improvement Project. The two-year project will be sent out for bid once approved by the Muscatine City Council.

The second public hearing regards an proposed application for a Community Development Block Grant to support the Mulberry Neighborhood Revitalization Pilot Project. The findings of a Community Needs Assessment will be presented to Council and the public during the hearing along with what activities the city anticipates pursing to address those needs.

Ballet Des Moines bringing “Gravity on Tour” to Muscatine

DES MOINES – Ballet Des Moines will bring its full company of professional dancers to six locations this summer, sharing world-class arts and education programming directly with Iowans across the state.

Gravity on Tour includes excerpts from Ballet Des Moines’ ground-breaking GRAVITY season along with a host of interactive STEM experiences, from Iowa State University’s FLEx Virtual Reality Lab and the Science Center of Iowa’s mobile planetarium to sending postcards to space and back. These free performances build on the April 2022 world premiere of the interdisciplinary ballet Of Gravity and Light, exemplifying how music and movement can make abstract concepts more human and accessible to audiences of all ages.

Ballet Des Moines CEO Blaire Massa has been working with community leaders statewide to determine tour locations, ensuring a strong sense of collaboration with tailored opportunities specific to the interests and values of each community.

“We’ve worked diligently for the past several months to ensure we’re delivering on our community engagement, outreach, and education initiatives — to expand access to the arts, while wielding creativity and expression as a tool to expand learning, build confidence, and forge community connections,” says Massa. “From educational workshops and in-person ballet classes to meet-and-greets with the artists, pop-up planetariums, and young professional cocktail parties, there’s no shortage of opportunities to collaborate and inspire curiosity, confidence, and creativity across our state.”

STEM partners throughout the 21-22 season have included the NASA Iowa Space Grant Consortium (ISGC) and Iowa State University.

“Working with Ballet Des Moines this year has allowed us to introduce students to activities that help support our objectives at ISGC, to help inspire, educate, and employ the next generation of explorers,” says director Dr. Sara Nelson. “It’s been wonderful to watch as students learn more about the connections between science and art and how dance can be used to express those understandings.”

Traffic restrictions in place for Fourth of July activities

MUSCATINE, Iowa – Fourth of July festivities in Downtown Muscatine will mean restricted access to certain streets and changes in traffic patterns throughout the day on Monday (July 4). The weather forecast promises mostly sunny skies with a high temperature of around 90 degrees and that will mean a day filled with family fun in celebration of our Independence Day.

CHILDREN’S DRESS-UP PARADE

The day begins with the Musser Public Library and HNI Community Center’s Fourth of July Children’s Dress-up Parade.

Children, and their caregivers, can dress up as their favorite book character, wear red, white, and blue, or come as you are for this parade through Downtown Muscatine. Those participating are asked to meet in the parking lot at West 2nd and Pine streets prior to the 9 a.m. start. A colorful cast of characters will be on hand to lead the parade down 2nd Street to the Musser Public Library for a book and popsicle.

No traffic restrictions are planned for this parade but those who may be driving through Downtown Muscatine are asked to be alert and aware of the children’s parade between 9 and 10 a.m.

GMCCI COMMUNITY PARADE

The Greater Muscatine Chamber of Commerce and Industry (GMCC) Community Parade returns for the first time since 2019 with entries marching down Iowa Avenue to 2nd Street to Walnut Street, and finishing on 5th Street starting at 4 p.m. Side-street intersections with Iowa Avenue from Fulliam to 2nd Street will be closed to traffic Monday morning. Staging and check in for the parade will begin at 2 p.m. at Fulliam and Iowa (Iowa Field).

Iowa Avenue will again be open between 3rd and 4th streets but those watching the parade are asked not to congregate in this area as the west half of the block will still be blocked off due to construction at the new Stanley Center for Peace and Security (old library building).

Side-street intersections will reopen once the parade participants and citizens watching the parade have dispersed.

RIVERSIDE PARK RESTRICTIONS AND TRAFFIC PATTERN CHANGES

The downriver boat launch inside Riverside Park will be closed to the public Sunday and Monday (July 3-4). Parking will also be restricted in the downriver end of Riverside Park with Almost Fireworks Fest from 5-8 p.m., the presentation by the Honor Guard and a performance by the Muscatine Symphony Orchestra in front of Pearl City Station at 8 p.m., and then Fireworks Over the Mighty Mississippi at dusk.

The traffic pattern for those exiting Riverside Park following the fireworks display will be:

From the Iowa Avenue exit at the riverfront, all traffic will be directed left (west) on Mississippi Drive. Iowa Avenue will be blocked off on the town side of the intersection.
From the Cedar Street exit at the riverfront, all traffic will be directed straight (north) or right (east) on all intersections from Mississippi Drive through 5th Street. No left (west) turns will be permitted on Mississippi Drive, 2nd Street, 3rd Street, 4th Street, or 5th Street.

MUSCATINE, Iowa – The intersection of Iowa Avenue and 3rd Street will be closed to traffic starting Wednesday (June 29) for street repairs. The intersection will be closed at least through the end of the day on Friday (July 1), weather permitting, or Saturday (July 2).

Iowa Avenue traffic will be detoured at 4th and 2nd streets to either 4th Street or Mississippi Drive and then to either Sycamore or Chestnut streets. Traffic on 3rd Street will be able to use Sycamore and Chestnut streets to either Mississippi Drive, 2nd Street, or 4th Street to bypass the closure.

Plan Ahead … Grandview intersection to be closed starting June 20

MUSCATINE, Iowa – The Grandview Avenue intersection with Houser and Sampson will be closed to traffic starting Monday (June 20) according to the Department of Public Works. This is the final major intersection of the Grandview Avenue Reconstruction Project with Heuer Construction, Inc., anticipating that two-way traffic on Grandview will be restored by August 1, weather permitting.

Access to all Grandview Avenue businesses south of the Musser intersection to the Houser-Sampson intersection will be from the intersection with Musser.

Pavement removal and underground work will begin Monday. Once completed, the section of Grandview will be rocked and prepped for paving. Tentative plans are to have Grandview Avenue completely open for two-way traffic once the new pavement cures, but the Sampson and Houser legs of the intersection will remain closed as they will be reconstructed after Grandview is opened.

FULL DEPTH PATCHING BEGINS ON ISETT

Work on the final segment of the 2021-2022 Full Depth Patching program began Friday (June 17) as Heuer Construction, Inc., crews saw cut marked areas of the Isett Avenue pavement from the Heinz pedestrian crossing to Clay Street.

Removal and replacement of sections of the Isett pavement will begin Monday with traffic reduced to two lanes through the construction area. Drivers are urged to slow down, obey traffic control devices, watch out for construction workers, and plan for extra time when driving through the construction zone.

Please find alternate routes of travel if possible.

The 2021-2022 Full-Depth Patching Project had a late start due to funding concerns that pushed the bid process into the fall. The $440,800 contract was awarded to Heuer Construction on October 5, 2021, but actual work was delayed until April due to weather and logistic concerns. All work is to be completed by the end of June.

Heuer completed two emergency repairs, on Hershey Avenue and on Liberty Street, and then completed the first section on the 2021-2022 list, 1600 block of Cedar Street before moving to Houser Street and the Frontage Road.

WEST HILL PHASE V

Work continues on Phase 5A and Phase 5B of the West Hill Sanitary and Storm Sewer Separation Project with 5A work concentrated on Climer street and 5B on the Lucas and West 8th Street intersection.

Haggerty Earthworks anticipates the Lucas and West 8th Street intersection to remain closed for at least four more weeks as underground work is completed, and Muscatine Power & Water is able to complete electric, communication, and water relocations.

Phase 5A work is making progress toward High Street as Haggerty Earthworks works in short sections to minimize disruption of accessibility to resident homes in the work area.

Drivers are reminded to slow down and use caution when travelling through construction zones, obey traffic control devices, and be aware of construction workers. Use an alternate route if possible.

Council to conduct public hearing on Community Cats ordinance

MUSCATINE, Iowa – The Muscatine City Council will conduct a public hearing on a proposed revisions to a City of Muscatine ordinance regarding “Community Cats” on Thursday (June 16) in the Council Chambers at Muscatine City Hall, 215 Sycamore Street, Muscatine, Iowa.

During the past year discussions relating to allowing the Trap-Neuter-Return (TNR) of free-roaming cats have been held. The purpose of the TNR program is to limit the growth and/or reduce the population of feral/free-roaming cats in the community. Revisions to City Code are needed to allow an outside professional organization to conduct a TNR program. The proposed revisions would provide new code language to enable a TNR program including new definitions and Community Cat requirements.

The first reading of the proposed ordinance is tentatively scheduled for July 7. That date may change depending on the direction Council would prefer once comments from the public, staff, and council members are heard.

The second reading of an ordinance establishing a TIF District for the proposed Development Agreements with Kent Corporation (for redevelopment of the former McKee Button Factory) and Merge, LLC (for development of a mixed-use project) will be heard by the Council Thursday.

The Council will also be asked to set two public hearings on July 7, the first for the proposed 67th Avenue Sidewalk Improvement Project and the second regarding an application for Community Development Block Grant Funds that will support the Mulberry Neighborhood Revitalization Pilot Project.

Two meetings make busy night for Muscatine City Council Thursday

MUSCATINE, Iowa – The Muscatine City Council will hear six presentations during the In-Depth meeting Thursday (June 9) in the Council Chambers at Muscatine City Hall, 215 Sycamore Street, Muscatine, Iowa. A special business meeting will be conducted following the in-depth session.

A virtual meeting will be offered in conjunction with the in-person meeting for those who want to view the proceedings or make a comment but do not feel comfortable in attending in person. Details for joining that virtual meeting are listed below.

John Dabeet will begin the presentations Thursday with an update on the Sister Cities project. Muscatine currently has eight sister-cities with a ninth in the works. Participating communities include Drohobych, Ukraine, Kislovodsk, Russia, Parana/Crespo, Argentina, Ichikawamisato, Japan, Ramallah, Palestine, Lomza Poland, Ludwigslust, Germany, and Zhengding, China. Sergeant John Hesseling of the Muscatine Police Department will follow with a presentation on the Muscatine Special Operations Response Team (MSORT) that was founded in 2001 in response to the ever-increasing number of encounters with armed resistance.

Public Works Director Brian Stineman will have a presentation regarding the current policies and procedures for sidewalk repairs and installation in Muscatine, and discuss the goals his department is working towards in overcoming the current limitations to the policy.

Assistant Community Development Director Andrew Fangman will provide an overview of the draft version of the Bike and Pedestrian Master Plan, a map-based plan that depicts existing, planned, and needed improvements to bike and pedestrian infrastructure.

Stineman will return to the podium to provide an update on the development of plans for the reconstruction of a portion of Fulliam Avenue.

The in-depth portion of the night will conclude with an overview of fireworks policies and enforcement for consumer sales and usage provided by Assistant Fire Chief and Muscatine Fire Marshall Mike Hartman.

A special business meeting will be held after the in-depth meeting wraps up and includes a public hearing on the proposed amendment to the Consolidated Muscatine Urban Renewal Area. The amendment includes:

A proposed development agreement with Love’s Travel Stops & Country Stores, Inc.
A proposed development agreement with Kent Corporation for the redevelopment of the former McKee Button Factory; and,
A proposed development agreement with Merge, LLC, for a mixed use (commercial and multi-residential) building at 1056 Hershey Avenue.

A second public hearing will be held on the development agreement with Love’s Travel Stops & Country Stores, Inc., to construct a Love’s Travel Stop and the related public infrastructure at 2417 Grandview Avenue.

A resolution on approving the Urban Renewal Plan Amendment and a resolution approving the development agreement with Love’s Travel Stops & Country Stores, Inc., will be considered later in the meeting.

Musser, Taylor Park playgrounds closed; try Franklin School

MUSCATINE, Iowa – The Musser Park playground will continue to be closed to the public through June 20 due to construction work as part of the Southend Improvement Project.

Current activity includes the construction of a trail extension from the levee to Oregon Street.

The contractor and City of Muscatine staff determined that, for the safety of the public and the workers, the playground area would need to be closed due to its proximity to the work area and the potential hazards in the work area for children and adults.

Work on the trail extension and ancillary sidewalks is tentatively scheduled to be completed late next week. However, the current schedule is weather dependent and the temporary reopening of the playground area may be delayed until later in June.

Additional work at Musser Park includes the removal of the old shelter Tuesday (June 7) with the area cleared for a new concrete pad and the installation of a new shelter structure later this summer. Also part of the Southend Improvement Project is the removal and replacement of the playground equipment at Musser Park. The new playground is anticipated to be installed this fall. However, that timeline depends on the delivery of the new playground equipment that is currently delayed due to supply chain issues.

While the playground area at Musser Park and at Taylor Park are currently closed for public use, the playground area at Franklin School is available. Parents and children are reminded that use of these facilities is at your own risk as the areas are unsupervised. The other playground area currently available in the southend is at Sunset Park.

The renovations at Taylor Park, which will include a pickleball court, a splash pad, and a restroom facility, are on schedule with paving of the parking area slated for next week, weather permitting. Once the parking area is completed, work will begin on the splash pad area, pickleball courts, pad for the restroom building, and pad for the new shelter structure. New playground equipment will also be installed as part of the project.

New playground equipment is also expected to be installed at Sunset Park later this year or early next year.

Please be aware of surroundings when walking in or around construction areas, and avoid these areas if at all possible.

Cedar and East 2nd intersection to be closed June 6-10

MUSCATINE, Iowa – The intersection of East 2nd and Cedar streets will be closed for approximately one week according to the Muscatine Department of Public Works. The closure is expected to begin at 7 a.m. Monday (June 6) and continue through the end of the day on Friday (June 10), weather permitting.

Two crosswalks will be removed and replaced as part of the punch list for the recent 2nd Street Streetscape Project. One of the crosswalks cuts across the 300 block of East 2nd Street while the other crosswalk cuts across the 200 block of Cedar.

KE Flatwork, Inc., will be removing the pavers from the two crosswalks on Monday with Eastern Iowa Landscaping replacing the brick pavers starting Tuesday.

Access to all businesses in the affected blocks will be maintained. However, through traffic should detour to either Mississippi Drive or 3rd Street using either Sycamore or Walnut streets.

Two public hearings on June 2 Council agenda

MUSCATINE, Iowa – The Muscatine City Council will conduct two public hearings on the vacation of utility easements Thursday (June 2) in the Council Chambers at Muscatine City Hall, 215 Sycamore Street, Muscatine, Iowa.

Muscatine Mayor Brad Bark will open the meeting by swearing in Firefighter Dan Deckert to service with the Muscatine Fire Department, and will ask the Council to approve a lengthy list of appointments to the various boards of commissions authorized by the City of Muscatine.

A public hearing on vacating utility easements located at Lots 2 and 3 of Beau Bien Subdivision, will be followed by a public hearing on vacating utility easements at 2923 Mulberry Avenue on property owned by the First Baptist Church. Resolutions to approve the vacation will be acted on by Council later in the meeting.

The second and final reading of an ordinance updating Appendix A of the Code of the City of Muscatine to reflect current City Code and Iowa Code related to civil penalties, fines, and violations. If approved, the ordinances will be submitted for publication before becoming official.

No curbside collections on Monday; city offices closed for holiday

MUSCATINE, Iowa – Most City of Muscatine departments will have the day off on Monday (May 30) as the nation pauses and reflects on Memorial Day to remember those who gave the ultimate sacrifice in defense of our nation.

Muscatine Police and Fire Departments will be staffed but administrative offices will be closed. For non-emergency assistance please call (563) 263-9922. If you have an actual emergency, dial 9-1-1.

The Muscatine Transfer Station will be closed on Monday (May 30) and resume regular hours on Tuesday (May 31). The Compost Facility will be open on Monday (May 30) from 12-6 p.m.

Curbside collection of refuse, yard waste, bulky waste, and recycling will not be conducted on Monday, May 30. Bulky waste will also not be collected on Tuesday, May 31. To schedule a bulky waste collection, call 563-264-5865 or email bulkywaste@muscatineiowa.gov.

Residents on the Monday curbside refuse collection route will have their refuse collected on Tuesday, May 31, along with the regular Tuesday route.

Residents on Monday’s “Week A” curbside recycling route will have their recycling collected on Tuesday, May 31. Tuesday’s route will be collected on Wednesday, Wednesday’s route on Thursday, Thursday’s route on Friday, and Friday’s route on Saturday.

MuscaBus will not be running routes on Monday (May 30) due to the Memorial Day holiday. Routes will resume on Tuesday (May 31).

The Musser Public Library & HNI Community Center will be closed on Sunday (May 29) and Monday (May 30) for the Memorial Day holiday. The library will resume normal hours of operation on Tuesday (May 31).

The Muscatine Art Center will be closed on Monday (May 30) for the Memorial Day holiday but will resume normal hours of operation on Tuesday (May 31).

All department administrative offices will be open for regular business at 8 a.m. Tuesday (May 31).
